Acquisition Program Manager SME

Responsibilities
Manage and direct the daily execution of contract requirements to assure cost, schedules, and performance goals are met
Lead all meetings and the integrated product team (life cycle)
Provide interface, communication, and coordination with internal and external customers
Represent management at program reviews, meetings, seminars, etc.
Prepare for and participate in contract/subcontract negotiations; assure adherence to all government regulatory guidance
Allocate and control contract budgets for labor, material, travel, and purchased services; report program status to senior management monthly
Formally identify, assess, monitor, and mitigate risk throughout the program life cycle; obtain management approval before decisions that could deteriorate established program, cost, or schedule objectives
Develop and implement corrective action plans when deviations from budgets and/or schedules are evident; seek senior management assistance for resolving schedule and budget problems as they arise
Perform variance analysis of schedule and cost both formally and informally; present findings to senior management (e.g., earned value management system)
Consult with Contract Administration on issues related to contract requirements, changes, and interpretations
Ensure that contract work is performed in accordance with appropriate regulations and company policies (e.g., federal acquisition regulations)
Provide leadership to the program team; assure communication and cooperation, and resolve conflicts
Manage inventory effectively
Manage internal research and development projects
Assure a timely closeout of completed programs to satisfy all obligations and record proper documentation
Develop leading and lagging indicators
Develop and execute program corrective action strategies
Understand principles of program planning (e.g., Bill of Materials, Basis of Estimate)
Apply lean and process improvement principles (e.g., Lean Six Sigma)
Apply cash flow management principles
Support, communicate, reinforce, and defend the mission, values, and culture of the organization
Perform additional duties related to contract or acquisition activities as required
Qualifications
20+ years of experience required
Knowledge of program management tools and procedures
Solid leadership and management skills, particularly influence management and conflict resolution
Experience across the program lifecycle from development through sustainment, including proposal development, requirements decomposition, generation of system and subsystem statements of work and subcontracts, risk management, continuous improvement, cost reduction, and performance improvement
Experience with earned value cost accounting and reporting; knowledge of metrics for assessing and reporting program progress, productivity, and variance analysis
Experience in finance, contracting, export regulations, engineering, logistics, manufacturing, and supply chain management
Excellent customer interface skills
Strong problem‑solving skills
Excellent presentation skills
Demonstrated success in managing manpower planning, project reviews, scheduling, and budget control
Successful track record in managing complex aerospace/defense programs as a prime or subcontractor to a domestic or foreign military organization
Excellent leadership and oral and written communication skills
Must have a portfolio of programs in which financial objectives (profit, cash flow, revenue, bookings) were achieved
Program Management certifications preferred (e.g., PMP, DAU level 3)
Proficient knowledge of FAR, DFAR, DOORS, RFPs, CDLRs, SOWs, CBAs & ICDs, Information Assurance, PPPs, DoDI 5000.02
Education Bachelor’s degree in engineering or business (if business, must have at least 3 years of experience working on DoD contracts/programs with a heavy focus on engineering)
Clearance Requirements Possess an active TS/SCI security clearance
