Base Pay Range $114,000.00/yr – $171,670.00/yr
Job Summary Responsible for directing the operation and maintenance of MARTA's Office of Rail Maintenance, providing overall management of the rapid rail transit vehicles. Directs efforts of subordinate staff to meet or exceed the Office's goals regarding safety, quality, and efficiency. Oversees the operating and capital budgets for the Office of Rail Maintenance. Responsible for compliance with applicable Federal, State, and Local regulations affecting service and facilities.
This position has been identified as having responsibility for transit safety oversight at MARTA and is required to comply with the training requirements identified in the Authority’s Agency Safety Plan. Training requirements must be completed within 3 years of employment. ESSENTIAL DUTIES AND RESPONSIBILITIES
Plans, develops, and oversees implementation of long and short‑range strategies and programs for the office to support the Authority’s and Department’s goals, objectives, and strategic plan. Directs the overall activities of the Office, including operation and maintenance of rail maintenance activities.
Develops and submits for approval operating and capital budgets for the office. Reviews managers’ budgets. Manages within approved budget.
Ensures coordination and cooperation between the Office and all other MARTA work units. Makes recommendations and presentations to the Board of Directors on matters pertaining to the Office.
May represent the Authority to federal agencies, local groups and organizations, professional associations, and other similar groups.
Develops and directs Office safety and training programs.
Performs other duties as assigned.
SUPERVISORY RESPONSIBILITIES Directly manages the Rail Car Maintenance consisting of various levels of managers, administrators, and skilled professionals. Interviews, hires, and develops subordinate personnel. Sets standards and evaluates employee performance. Provides feedback, coaches, disciplines, and discharges as appropriate the activities of the Office of Rail Maintenance.
EDUCATION AND/OR EXPERIENCE A Bachelor's Degree in Engineering, Business Administration, or a related field is required. Must have ten years of professional experience in rail vehicle maintenance, with a minimum of five years management experience. Transit experience desired. Must demonstrate ability to develop and execute budgets, training programs, human relations functions, new equipment fielding, and capital program design and execution. Knowledge of labor relations required. In lieu of a degree, directly related management experience may be substituted on a year‑for‑year basis.
