Position Summary The Construction Manager is responsible for managing highway construction and inspection activities across all project phases to ensure quality, safety, schedule adherence, and compliance with approved plans, specifications, and contract requirements. This role supports the delivery of safe and reliable transportation infrastructure for the traveling public. Level and working title will align with experience and project complexity.
Key Responsibilities
Manage assigned elements of transportation construction projects to ensure contractor compliance with plans, specifications, and contract documents
Oversee inspection activities, materials quality control/quality assurance testing, project documentation, schedules, budgets, and contract administration
Support the Area or Senior Construction Engineer with project coordination and execution
Analyze and interpret project plans, specifications, and contract language to ensure constructability
Identify potential design errors and assess impacts to cost, schedule, and constructability
Review project records for compliance and direct corrective actions as needed
Prepare and recommend partial and final contractor payment approvals
Monitor project budgets and schedules; recommend adjustments as necessary
Supervise and manage project staff, including review of work products for compliance
Lead or participate in pre-construction conferences, utility coordination meetings, progress meetings, and other project-related meetings
Prepare and review project correspondence and documentation
Recommend resolutions for field construction issues and design changes
Prepare and review work orders, independent cost estimates, and time impact analyses
Coordinate with design teams, materials specialists, environmental staff, traffic engineering, right-of-way, utilities, public stakeholders, and other parties to meet project requirements and schedules
Required Knowledge & Skills
Highway and transportation construction methods, practices, and procedures
Roadway, bridge, and traffic engineering principles
Interpretation of plans, specifications, and construction contracts
Materials performance, environmental compliance, safety standards, and legal considerations related to transportation construction
Proficiency with construction management systems and standard computer applications (e.g., Microsoft Office)
Use of surveying tools, materials testing equipment, and field inspection instruments
Qualifications
Bachelor’s degree in Civil Engineering or a related field
Minimum of 8 years of progressive experience managing highway or transportation construction projects
Professional Engineer (PE) license preferred
Demonstrated ability to manage teams, schedules, budgets, and complex construction activities
