Senior Airfield Pavement Engineer / Senior Construction Quality Manager
1 day ago – first 25 applicants. Tigerbrain Engineering seeks a senior‑level airfield pavement professional to serve as the on‑island technical authority for asphalt pavement monitoring, construction quality management, and pavement performance evaluation at North Field, Tinian.
Location:
Tinian – Commonwealth of the Northern Mariana Islands (CNMI)
Assignment:
Full‑time, on‑island |
Duration:
5 to 7 years
Primary Technical Responsibilities
Serve as Airfield Pavement Subject Matter Expert (SME)
Validate asphalt mix designs using locally sourced aggregates
Develop pavement preservation and rehabilitation recommendations
Construction Quality Management (CQM)
Serve as Senior CQM Authority
Oversee contractor QC programs and testing labs
Verify compliance with UFC, UFGS, FAA, and DoD criteria
Inspect asphalt production and compaction
Review submittals, RFIs, and mix design reports
Prepare daily, weekly, and monthly reports
Perform pavement coring, sampling, and lab testing
Conduct forensic pavement evaluations
Apply mechanistic‑empirical design principles
Technical Authority & Stakeholder Interface
Act as on‑site technical representative
Support Fluor and U.S. Government decision‑making
Prepare technical memoranda and expert opinions
Required Qualifications Education
Ph.D. or M.S. in Civil Engineering (preferred)
OR B.S. with extensive airfield pavement experience
Licensure & Certifications
Professional Engineer (PE)
CQM‑C Certification
Experience
Minimum 20 years of airfield pavement experience
Extensive DoD airfield project background
Heavy aircraft pavement experience
Remote / OCONUS experience preferred
Core Competencies
Construction quality management
Specification compliance
• Ability to reside full‑time on Tinian
• Operate independently as senior technical authority
Provided
Solo housing in a hotel completely occupied by Tigerbrain Employees (no room sharing, approx. 1000 sq ft room)
$95 daily per diem to cover Meals and Incidentals
Starlink Wi‑Fi
Tigerbrain‑owned gym equipment
Full private indoor kitchen and shared outdoor kitchen with propane grill
Company Vehicle
6 weeks of PTO per year
12 paid holidays annually
Health insurance including medical, dental, and vision coverage available
Company paid life insurance policy of 1 × annual salary
