Summary Under basic supervision, provides technical support for the development of the City budget, and assists with the budget development and approval process.

Essential Functions

Assists with the development and administration of the City’s operational budget; gathers and compiles budget, financial, and technical information from departments, and generates reports.

Assists the manager in preparing the composite target budget, compiles budget data from City departments and programs.

Provide technical assistance to department heads in the maintenance of departmental budgets and in explaining budget deviations. Researches and compiles economic, financial, demographic, and statistical information; creates and updates charts and tables, and writes narratives for budget documents.

Perform projections, forecasts, and sensitivity analyses.

Evaluate and process personnel variances, contract awards, budget transfers, and modifications.

Assist in maintaining position control and produce various reports for administration and departments related to personnel, including labor analysis reports.

Responds to questions and requests for information as authorized; researches and resolves problems, and explains and interprets policies.

Cross‑trains in other Finance Department functions and executes special assignments as needed.

Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work‑related issues and City information; performs other duties as required or assigned.

Minimum Qualifications Bachelor’s Degree in Accounting, Finance, Public Administration, or Business Administration from an accredited university; AND one year of experience in government budgeting and/or accounting operations required, two years preferred.

Knowledge Of

Principles of municipal budget preparation and administration.

Government Finance Officers Association (GFOA) standards, practices, policies, rules, and regulatory reporting requirements.

Generally Accepted Accounting Principles for Public Sector financial management.

Large ERP Systems and budget software, including position control.

Personal computers, Excel, and Word.

Skill In

Understanding and describing the trends and changes reflected in charts and graphs.

Communicating effectively verbally and in writing.

Organizing the workplace and developing strategies to work effectively and efficiently.

Establishing and maintaining cooperative working relationships with co‑workers.

Using research and data gathering methodologies to perform budget and financial analyses.

Developing and evaluating revenue and expenditure forecasting models.

Reviewing financial and technical documents and verifying compliance with City policies.

Reviewing and verifying budget records and generating reports.
