Minimum Qualifications

Competitive:

Candidate must be reachable for appointment on the Current Civil Service Eligible List, Professional Careers Opportunity (PCO) or Public Administration Traineeship Transition (PATT). Appointment may be made at the traineeship level.

Open Competitive:

Human Resources Specialist Trainee 1, NS (equivalent to SG-14) requires a bachelor’s or higher degree.

Human Resources Specialist Trainee 2, NS (equivalent to SG-16) requires a bachelor’s or higher degree AND:

One year of professional human resources experience OR a Juris Doctor, master’s or higher degree in a field related to the position.

Human Resources Specialist 1, SG-18 requires a bachelor’s or higher degree AND:

Two years of professional human resources experience OR a Juris Doctor, master’s or higher degree in a field related to the position * AND one year of professional human resources experience.

Hiring agencies have discretion to determine if a degree is related to the duties of the position.

Degree must be awarded by an accredited institution recognized by the U.S. Department of Education. If awarded outside the U.S., provide independent verification of equivalency (evaluation fee applies).

Current Office for People with Developmental Disabilities employee with one year of permanent competitive or 55b/c service as a Human Resources Specialist 1.

70.1 Transfer Qualifications for SG-18, SG-16, SG-14 as outlined in the original posting (one year of permanent competitive or 55 B/C service in an approved title aligned to the SG). Transfer to this title requires consulting the Career Mobility GOT-IT website.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. Employees hired under NY HELPS will be converted to permanent competitive status within one year of permanent appointment. Preference will be given to OPWDD employees impacted by closures. All OPWDD employees must maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Additional benefits include loan forgiveness under the Public Service Loan Forgiveness Program (PSLF). Employees on long‑term leave can bid on positions but must report within fourteen (14) days. Salary Range

Human Resources Specialist Trainee 1: $56,655*

Human Resources Specialist Trainee 2: $63,180*

Human Resources Specialist 1: $67,119* - $83,286*

If a current New York State employee is in a permanent competitive qualifying title eligible for a transfer via Section 70.1, appointment as a permanent competitive employee is possible.

Benefits
