Maintenance Supervisor East Bay Asian Local Development Corporation (EBALDC) is a pioneering social enterprise founded in 1975, serving diverse communities through community‑centered development and a mix of real‑estate, property management, social services, and consulting. Location: Hismen Hin‑Nu Terrace.

Under the direction of the Property Manager, the Maintenance Supervisor performs skilled tasks in the maintenance of rental units, common area facilities, and grounds, and other work as required to protect the marketability of the site. The Maintenance Supervisor takes the initiative to implement and/or maintain a preventive maintenance program to keep emergencies to a minimum and keep the site in good repair.

Key Duties and Responsibilities

Ensure all service requests and unit turnovers are addressed and completed in a timely and cost‑effective manner and within policy.

Perform janitorial, painting, and repairs to vacant units’ property in a timely and satisfactory manner, enabling the Property Manager to rent units in a minimum of time.

Perform all preventative maintenance requirements as outlined in the Preventative Maintenance Plan.

Monitor and maintain plumbing, heating, and electrical systems.

Maintain security and lock systems throughout the building.

Maintain storage and work areas in a neat, safe, and secure condition.

Conduct and perform monthly safety inspections and meetings, and keep proper records.

Inspect grounds, common areas, and structures for preventive and safety measures.

Report hazardous or emergency conditions, extensive repair and maintenance needs to the Property Manager.

Assist the Property Manager in performing move‑in and move‑out inspections and quarterly building inspections.

Assist in performing progress inspections of on‑site work performed by outside contractors.

In conjunction with the Facilities Manager and Property Manager, ensure the development and execution of the Preventive Maintenance program, including capital improvements and occupied rehabilitations, and that all budgeted repairs and improvements are carried out timely, within budget, and in accordance with the approved Vendor List and procurement policies.

In conjunction with the Property Manager, ensure each property is maintained in accordance with general building standards and EBALDC’s business judgment as to long‑term sustainability goals and Housing Quality Standards.

Order and pick up maintenance and janitorial supplies and materials as directed.

Share emergency/on‑call duties for immediate repairs and tenant/property safety.

Keep permanent records of maintenance requests as outlined in the EBALDC Operations Manual.

Update the Preventative Maintenance Chart and maintain logs.

Maintain apartment condition status charts for each unit on items such as appliances, carpets, painting, drapes, and floor tile.

Maintain an updated list of appliance serial numbers by unit number and common area location.

Perform inventories quarterly and when staff changes occur on tools, equipment, supplies, and keys; inventories include manufacturer, model, and serial number.

Perform janitorial duties to common areas and throughout the entire property to ensure the property is free from trash and debris and maintain curb appeal within organizational standards.

Assist in moving furniture.

Establish and follow a work priority system, as outlined in the EBALDC Operations Manual.

Perform additional duties as deemed necessary by the Property Manager.

Required Knowledge, Skills & Abilities

Intermediate knowledge in all building repair trades, purchasing procedures and practices, work safety requirements, and repair procedures.

Ability to keep accurate and detailed records.

Intermediate knowledge of electrical, plumbing, minor construction, preventive maintenance work, and janitorial procedures.

Ability to set priorities.

Ability to perform minor repairs to building appliances and fixtures, replace locks, replace floor tile, clear clogged drains, replace plumbing fixtures, patch walls, clean unit interiors, perform miscellaneous carpentry and masonry repairs, and interior and exterior painting.

Ability to read and interpret as‑built site plans. Reading and computational literacy at the ninth‑grade level or above.

Demonstrated experience in building maintenance or related building trade field, including repairs, carpentry, electrical, plumbing, painting, refurbishing, cleaning, heating, and maintenance administration. Ability to interact with residents and handle complaints with discretion and flexibility.

Certifications or Licenses

Reliable automobile transportation and a valid California Driver’s License with insurance.

Physical Demands

Ability to lift moderately heavy objects up to 50 lbs.; sit, kneel, bend, stand, climb ladders, and perform duties requiring extensive maneuverability and normal strength.

Salary Range $63,000 - $68,000 annually

Benefits and Other Information EBALDC pays up to 100% of employee premiums and 60% of dependent premiums for Medical, Dental, Vision, LTD, and Life. Additional benefits include EAP, Retirement, Paid Time Off, CA Paid Sick Leave, Holidays, and Wellness Days off for all eligible employees.
