Assistant Resident Engineer
Ramos CS is looking for Assistant Resident Engineers to join our team for various transit and municipal civil infrastructure projects in Los Angeles County. The Assistant Resident Engineer performs a wide variety of professional engineering work in either a field or office setting. The Engineer is directly responsible for the administration of construction contracts and for reviewing the progress of work to assure compliance with the contract documents. The Engineer monitors materials and methods used, inspects finished products prior to acceptance, ensures appropriate measurements, manages project documentation in accordance with departmental policies and procedures, and proactively reviews contract documents to anticipate, identify, and prepare any change orders needed to resolve conflicts and recommend improvements.
Assistant Resident Engineer duties
Ensure safety of Client's employees, Contractor’s employees, site visitors, as well as traveling public by observing contractor’s operations and traffic conditions, making recommendations, and taking corrective action when necessary.
Review contractor operations for compliance with Cal-OSHA regulations.
Functions as the primary project interface with the client, designer, contractor, operation staff, and ongoing construction contracts as well as outside agencies/stakeholders.
Complete a project daily report of pertinent activities with photographs and discussions held regarding the progress of the contractor's work and interaction with the Senior Construction Manager.
Monitor the construction contractor’s operations for process conformance with the approved construction documents including but not limited to the project contract, specifications, quality control plan, safety plans, schedule, request for information (RFIs), change orders, pay requests, record drawings and contract closeout.
Effectively lead project meetings with engineers, contractors, clients, and stakeholders.
Conduct site meetings, coordinate, and oversee field activities for testing and inspection reviews.
Participate in project decisions regarding technical approaches, cost control, schedule control, change management, risk management and performance.
Conduct constructability reviews and reports of project designs prior to construction.
Work to build a cooperative partnership between the client, contractor, and all stakeholders to ensure timely resolution of project issues and the overall success of the project.
Demonstrate effective risk management and mitigation practices through proper risk identification, assessment, tracking and communication.
Establish project forecasts, schedule, financial reports and prepare invoices. Ensure that senior management is apprised of all deviations from the project baseline data (i.e., original scope, schedule, budget, etc.).
Review, change, and approve street profile alignments to comply with DOT, and ADA requirements.
Review and approve Projects Base Line Schedule.
Prepare contract change orders for making alterations, deviations, additions to or deletions from the plans and specifications to ensure proper completion or construction of the contract.
Assist the Client in the resolution and response to contractor disputes in a timely manner as provided by the contract.
Elevate to the Senior Construction Manager all disputes not resolved by the Resident Engineer and the Client's Contract Administrator, if appropriate.
Formulate, research, and develop solutions for field conditions that necessitate a contract change order. This may include doing any necessary engineering re-design work.
Identify the need for and prepare contract related documents for submission to the contractor.
Chairs monthly purge meetings, community board meetings, quality assurance and audit meetings.
Assist the Community Liaison in addressing and resolving complaints from the stakeholders.
Conduct substantial completion and final Inspections.
Play a role in client relationship development, project-specific positioning activities, proposal preparation, oral presentation, and contract negotiation consistent with established business development processes.
Qualifications
Knowledge and experience with equipment used in roadway construction inspection, surveying, and construction office engineering.
Knowledge of computers, computer applications, and computer software programs such as Microsoft Office (Word, Excel, PowerPoint, and others); Critical Path Method (CPM) software such as Primavera Project Planner (P3, P6) and SureTrak, or any updated version, as a minimum; Scheduler Analyzer Pro; and Microsoft Project.
Knowledge and experience with principles of effective communication.
Knowledge and experience with monitoring labor compliance.
Knowledge and experience with subcontracting laws and policies.
Knowledge and experience with the Storm Water Pollution Prevention Program and the General Permit.
Knowledge of Caltrans Standard Plans, Standard Specifications, and Construction Manual.
Requirements
Bachelor’s Degree of Civil Engineering or Construction Management.
Professional Engineer by the California State Board for Professional Engineers and Land Surveyors, preferred.
Minimum 5 years of relative experience with Los Angeles County agencies; LADBS, LADWP, LADOT, etc.
ICC Certification, preferred.
