Budget Analyst - City of New York
DOT is working to hire two Budget Analysts in the Division of Budget and Capital Program Management’s Expense Budget Unit – responsible for managing the agency’s $1.5 billion annual operating budget and ~ $500 million annual revenue budget. We are looking for self‑starters who can coordinate multiple priorities in a fast‑paced environment with minimum supervision and tight deadlines.
Responsibilities may include, but are not limited to:
Managing a portfolio/division of DOT’s budget
Assisting in monitoring agency spending and procurements
Reviewing and updating program budgets for assigned divisions
Performing technical budget exercises related to fiscal year‑end close
Analyzing the agency’s revenue‑generating operations and preparing revenue projections for discussion with the City’s Office of Management and Budget (OMB)
Developing and evaluating financial plan proposals to balance the budget by reducing costs or increasing revenue
Assisting in monitoring and analyzing the agency’s Personal Services (PS) budget
Reviewing proposed personnel actions for compliance with available headcount and funding
Preparing and processing budget modifications and PS spending plans
Preparing and distributing bi‑weekly, monthly and ad‑hoc reports for agency divisions
IN ORDER TO BE CONSIDERED FOR THIS POSITION:
CANDIDATE MUST BE SERVING PERMANENTLY IN THE TITLE OF STAFF ANALYST, OR BE REACHABLE ON THE CIVIL SERVICE LIST.
Minimum Qualifications
A master’s degree in economics, finance, accounting, business administration, public administration, or related field; or a bachelor’s degree plus two years of full‑time professional experience in budget, accounting, economic or financial administration, management analysis, personnel or public administration; or an associate degree with four years of professional experience; or a high school diploma with six years of experience; or a combination of education and experience equivalent to the above.
Knowledge of the City’s Financial Management System (FMS) is preferable but not required.
