Personal Financial Counselor, PFC - Travis AFB, CA Provides personal financial services at assigned military installations. Primary responsibilities include offering a full range of personal financial counseling services to military service members and their families. Services may include one‑on‑one counseling, briefings, presentations, coordination with installation leadership, and referrals to external resources. The role works closely with installation and branch points of contact to ensure the program meets the installation’s needs and stays within its scope.

Provides personal financial counseling and management services directly to service members and their families.

Assists service members in establishing a spending plan for extended absences.

Develops and distributes informational financial materials to service members and families.

Coordinates, advertises, and conducts Personal Financial Management classes/workshops on topics across the military lifecycle, including arrival, deployment, pre‑ and post‑deployment, and other career events outlined in DoDI 1322.34.

Responds to requests for age‑appropriate classes or seminars.

Utilizes virtual counseling or other electronic modes of communication such as web‑based chat or secure video teleconference, as authorized by the OSD FINRED Program office.

Manages duty‑to‑warn situations in accordance with Department of Defense protocol.

Communicates with leadership and participates in regular individual and group supervision, sharing information on trends and issues.

Participates in regular in‑services, training, quality improvement committees, or other contract activities as assigned or appropriate.

Performs any other duties assigned.

Qualifications

Bachelor's degree required. An associate degree plus 4 years of experience lauded as equivalent, and a high school diploma plus 6 years of experience also considered.

Three or more years of financial counseling experience.

Must be a U.S. citizen and speak fluent English. Bilingual in English and Spanish may be required by contract.

Must be able to obtain a favorably adjudicated Tier 2 investigation.

Must pass the Congressionally Mandated Disclosures for Organizational Conflicts of Interest (OCI) process.

Must possess one of the following certifications: Accredited Financial Counselor (AFC), Certified Financial Planner (CFP), or Chartered Financial Consultant (ChFC).

Salary Base salary range:

US $53,125 – $84,995

(actual pay may vary by location and individual qualifications).
