The Budget Analyst 4 (BA4/FS) plays a strategic role in planning and forecasting, ensuring fiscal compliance, and influencing program funding and agency goals for Washington State Health Care Authority (HCA). This position offers significant autonomy, visibility, and an opportunity to safeguard the fiscal health of a major public-sector agency.
Responsibilities
Prepare and manage HCA’s biennial and supplemental operating budget. Develop and prepare decision packages for maintenance‑level and performance‑level funding. Assist and advise managers and executives in developing spending strategies. Monitor administrative expenditures against allotments through monthly financial analysis. Design, develop, and implement computer analytical models for fiscal projections or data analysis. Communicate with other state agencies, institutional departments, and committees regarding legislation, regulations, and policy implementation. Provide expert‑level assistance to assigned divisions’ administrative budgets. Conduct budget research and review for Position Action Requests (PAR) and Goods and Service Requests (GSR). Advise accounting sections on account coding for administrative expenditures. Coordinate and prepare fiscal notes. Qualifications

Ability to plan and prioritize deliverables in a fast‑paced environment. Positive communication skills with diverse audiences and experience facilitating large and small teams. Demonstrated ability to learn, grow, and meet the needs of others. Qualification Options
Option 1
A master’s degree in business, public administration, accounting, economics, or statistics. Three (3) years of professional experience in budgets, management, or program analysis. Option 2
A bachelor’s degree in business, public administration, accounting, economics, or statistics. Five (5) years of professional experience in budgets, management, or program analysis. Option 3
Nine (9) years of professional experience in budgets, management, or program analysis. Preferred Qualifications
Expertise using state budgeting and reporting systems, Excel, and Word. Knowledge of Office of Financial Management and the State Legislative budget process. Experience with the Washington State Agency Financial Reporting System (AFRS), Budget System (ABS), and Fiscal Note System (FNS). Ability to compose decision packages and fiscal notes for the annual Washington State Legislative session. Strong verbal and written communication of complex issues. Ability to fit into a motivated and high‑performing team. Analytical skills for financial research and modeling in a complex multi‑system environment. Ability to develop and review complex written materials and provide detailed policy analysis. How to Apply
