The Payroll & Accounts Payable Manager is responsible and accountable to provide advanced accounting and support, including supervising Accounts Payable (AP), Payroll, and reporting. The Payroll & Accounts Payable Manager serves as back‑up to payroll and AP. Works with the Project Manager to control the general ledger and supervise the Financial Coordinator in the responsibility of recordkeeping of Fixed Assets. Assists the Director of Finance with the development and management of reviewing and analyzing financial transactions, and the preparation and maintenance of financial information and reports for state, federal, and local agency audits. Performs analytical accounting to reconcile with detailed records, provides timely/accurate information to department heads In his/her absence, represents Director of Finance at meetings. Manages Payroll and Accounts Payable Operations. Oversees all Payroll and Accounts Payable functions, ensuring compliance with federal and state regulations. Serves as the subject matter expert (SME) for these areas and collaborates on internal and external finance‑related projects. Performs financial reconciliation and monitoring. Works with the Financial Coordinator to reconcile monthly bank statements and all college revenue. Reviews daily bank activity for returns, positive pay, errors, and fraud notices. Posts departmental charges and adjustments while coordinating with Accounts Receivable and the Bookstore Manager. Prepares and reviews accounting reports and transactions. Prepares accounting reports related to A/P, Payroll, Fixed Assets, and other financial activities. Reviews, prepares, and processes complex accounting transactions, including journal entries for billings, cash transactions, accruals, and cost transfers. Maintains and controls the General Ledger (GL) and Chart of Accounts (COA). Manages Fixed Assets and Year‑End Close. Maintains accurate records of Fixed Asset additions and deletions, ensuring proper coding. Processes yearly capitalization and depreciation of capital assets, assigns costs and categories, and prepares closing entries, reconciliations, and capital asset reports. Assists with fiscal year‑end closeout and annual audit, including preparation of work papers. Supports internal controls and represents finance leadership. Assists the Director of Finance in maintaining internal controls and implementing automated accounting systems. Represents the Director in meetings or committees as needed. Bachelor's degree in accounting, finance, business or related field and professional experience directly related, such as accounting, auditing, finance or commercial lending. MBA or CPA certification. Proficiency in Microsoft Office and the use of a ERP system.
