Human Resources Technician – ReGen Monterey Hourly: $34.45 – $43.97 (Full-time)

Role Definition Under general supervision, the Human Resources Technician supports ReGen Monterey’s HR functions, advancing employee well‑being and operational excellence. The incumbent performs specialized and complex administrative and technical activities across talent acquisition, onboarding, leave coordination, benefits, employee relations, and HRIS management. Serves as recruiter, benefits and leaves specialist, and HRIS subject‑matter expert.

Distinguishing Characteristics As an advanced paraprofessional (HR Generalist) classification, the Technician performs a wide range of technical and administrative HR functions requiring independent judgment, analytical skills, and discretion. Responsibilities include recruiting, benefits and leave administration, HRIS maintenance and training, and ensuring compliance with laws, regulations, and policies. This role offers greater independence than lower‑level HR positions and includes mentoring duties.

Essential Functions

Administers full‑cycle recruitment: posting, screening, interviewing, and communicating with candidates.

Coordinates onboarding and orientation for new employees; prepares offer letters and documentation.

Acts as primary contact for benefits administration: processes enrollments, changes, terminations; assists employees with benefit questions.

Tracks employee leaves of absence; ensures compliance with FMLA, CFRA, and other laws; maintains documentation and payroll integration.

Maintains and updates the HRIS; trains staff and generates reports.

Maintains confidential personnel files in compliance with legal and policy requirements.

Prepares correspondence, reports, forms, and spreadsheets for recruitment, benefits, classification, and HR functions.

Assists in developing and implementing HR policies, procedures, and forms; recommends improvements for efficiency.

Completes benefits enrollment and change processes; performs monthly reconciliation and audits.

Advises managers on employee relations matters; drafts disciplinary documentation.

Processes monthly pay step reviews and increases.

Provides excellent customer service to internal and external customers and maintains positive working relationships.

Adheres to assigned work schedule and attendance standards.

Performs other related duties as assigned.

Minimum Qualifications and Responsibilities Knowledge of

Human resources administration principles and practices.

Federal and state employment laws, including FMLA, CFRA, ADA, FLSA, ACA.

Leave management principles and administration.

HRIS and record‑keeping systems.

Business correspondence, report writing, and record‑keeping techniques.

Public administration fundamentals, confidentiality, and customer service.

Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).

Ability to

Perform complex technical and administrative duties in HR.

Interpret and apply laws, regulations, policies, and procedures related to HR administration.

Administer recruitment, onboarding, and benefits processes accurately and efficiently.

Coordinate and track leaves of absence in compliance with laws and policies.

Maintain confidentiality and handle sensitive information with discretion.

Prepare clear and accurate correspondence, reports, and spreadsheets.

Analyze data, identify issues, and recommend procedural improvements.

Operate and maintain HRIS and related databases; generate and interpret reports.

Communicate effectively, both orally and in writing.

Establish and maintain effective working relationships with employees, management, and external contacts.

Organize and prioritize work to meet deadlines with minimal supervision.

Education, Certifications and Experience

Education : Associate degree from an accredited college or university with coursework in human resources management, business administration, public administration, or a closely related field.

Licenses and Certifications : Certification in Human Resources (e.g., PHR, SHRM‑CP) is desirable; valid California Class C driver’s license and satisfactory driving record required.

Experience : Minimum 5 years of progressively responsible administrative or technical HR experience in talent acquisition, leave, benefits, and advanced‑level HRIS management. Additional experience may substitute for education on a year‑for‑year basis.

Other Requirements : Bilingual in English/Spanish preferred.

Salary and Location Annual Salary Range: $90,000.00 – $110,000.00
