Job Summary This part‑time campus police officer position provides for the safety and well‑being of students, faculty, staff, visitors, and property through the enforcement of college policies, procedures, and applicable state and local laws. The role reports directly to a Campus Police Sergeant or Assistant Chief of Campus Police and is non‑exempt, graded at 9 with a minimum hourly rate of $23.32.

Essential Job Functions

Engages in public safety patrol functions including walking foot patrol, stationary patrol, and physically checking buildings and stairs.

Enforces college rules and regulates smoking and tobacco use on campus.

Monitors and directs motor vehicle traffic in parking lots as required.

Coordinates with local law enforcement and emergency services during incidents.

Detains, intervenes, apprehends, and arrests suspects and conducts investigations as necessary.

Responds rapidly to emergency/security issues, providing first aid as needed.

Serves as part of the College Crisis Management Team.

Prepares written incident reports, injury reports, routine security reports, statistical reports, and other required documentation.

Monitors activity within buildings and grounds, including entrances and exits, with electronic surveillance systems.

Completes required training such as firearms, OC pepper spray, First Aid/CPR/AED, and in‑service training.

Communicates effectively with the college community, mediating disputes and advising on criminal and administrative processes.

May act as lead officer on a shift as assigned.

Performs other duties as assigned.

Minimum Requirements

High school diploma or equivalent issued by a recognized high school.

Successful completion of an approved SPO Academy or willingness to complete training within a year of hire.

Experience as a certified law enforcement officer with demonstrated firearms proficiency and safe handling.

Age 21 at the time of appointment as a Maryland Special Police Officer.

Must carry a handgun and meet qualifications for a Special Police Commission and Maryland handgun permit.

Free of felony or serious misdemeanor convictions, including domestic violence.

Meets Carroll Community College standards for possession or use of controlled dangerous substances.

Valid driver’s license with good driving record (3 points or fewer).

Must not have been arrested for DUI within the past 5 years.

Available to work flexible hours, evenings, weekends, and short‑notice overtime.

Pass a medical examination to certify general good health and meet or exceed physical standards, including drug testing.

Pass a thorough background investigation and psychological examination.

Wear assigned uniform and safety equipment.

Positive, cooperative, and supportive attitude.

Preferred Qualifications

Completion of an MPCTC certified Entry Level Police Academy or SPO Academy with 2 years of prior experience as a Maryland Special Police Officer or Maryland Certified Law Enforcement Officer.

Prior experience as a certified police officer.

Knowledge, Skills, and Abilities

Conduct quality visual and audio surveillance for extended periods.

Effectively use handcuffs and restraints to detain or arrest suspects, using force and weapons as necessary.

Exercise independent judgment regarding reasonable suspicion, probable cause, and use of force.

Understand criminal and constitutional law.

Maintain the appointment of a Maryland Special Police Officer.

Possess analytical and decision‑making skills to identify problems and weigh solutions.

Demonstrate strong interpersonal, oral, and written communication skills and the ability to compose accurate incident reports and court testimony.

Operate a departmental vehicle safely and proficiently.

Physical Demands

Visual acuity and mental focus for sustained performance.

Work Environment College campus with direct contact with students, staff, faculty, and the general public in classrooms, common areas, and office environments. Duties may involve vehicles and training rooms, requiring safe weapon handling, conflict management, and compliance with campus safety protocols. Weekly work hours total less than 29 hours.
