Position Overview
Title: Information Technology Specialist 2 (NY HELPs)

Location: 1400 Noyes Street, Building 62, Utica, NY 13502

Workweek: Mon-Fri, 37.5 hours, 9 AM – 5 PM (Flextime not allowed; Overtime not required; Compressed workweek allowed; Telecommuting allowed)
Responsibilities
Design, develop and maintain web services and viable web services architecture.
Deploy solutions on various server platforms (JBoss, WAS, Tomcat, IIS, ColdFusion, etc.).
Assist with the development and support of the source code repository and continuous integration environment for the application development team.
Participate in code reviews and ensure code meets architecture, programming, and UI/UX standards.
Write scripts to identify duplicate email accounts based on CSV input.
Document hypothesis, test conditions, test results, and summary information.
Write code to organize archive email migration data into valid batch file loads.
Participate in application design reviews.
Estimate time and resource needs for new projects.
Define standards and perform code reviews, performing all work in accordance with architecture, programming, and user experience standards.
Minimum Qualifications
A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science.
A bachelor's or higher-level degree in any field and one year of experience in information technology.
60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology.
Two years of professional experience in information technology.
Promotion: Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 1, Salary Grade SG 14.
Transfer: Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2 or Information Technology Specialist 2 Programming, G-18; or in a title G-16 or above deemed administrative under Section 52.6 of the Civil Service Law.
Appointment: Eligible for 55b/c designation; candidates are encouraged to apply.
Additional Comments Appointment is contingent upon obtaining and/or maintaining New York State residency within six months of hiring. Appointment is not final until all agency approvals have been granted.
ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. ITS does not hire F1 or H1 visa holders for permanent employment or sponsor non-immigrant aliens for temporary work authorization visas or permanent residence.
Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of positions will be described further if selected for an interview.
For the duration of the NY HELPS Program, the title may be filled via a non-competitive appointment; at this time agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded all of the rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
