General Registrar/Director of Elections
As required by the Code of Virginia, § 24.2-110, the Electoral Board of the City of Lynchburg is seeking applicants for the position of General Registrar/Director of Elections to complete the current term through June 30, 2027.
This position performs complex administrative and professional duties as required by the Code of Virginia and delegated by the Lynchburg Electoral Board.
Applicants must attach a resume, cover letter (that briefly introduces the applicant and explains how the applicant's education and experience prepare the applicant for the position of General Registrar), and a list of three references (two professional and one personal) in order to be considered.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Provides excellent customer service to all voters and potential voters;
Masters the Department of Elections' Virginia Election and Registration Information System (VERIS);
Develops and administers a departmental budget according to City of Lynchburg guidelines;
Leads and manages all office operations and departmental staff;
Processes voter registration applications in a timely manner and maintains accurate and current registration records;
Ensures compliance with all laws and regulations regarding voter registration and elections;
Assists the Electoral Board to insure the uniformity, legality and integrity of elections;
Assists Electoral Board with training for Election Officials for work in precincts;
Develops and administers effective public information programs to encourage registration and voting;
Responds to and resolves inquiries and complaints from the general public;
Assists candidates filing for office. Reviews and verifies candidates' petitions utilizing VERIS, monitors and reviews campaign finance filings;
Administers the absentee voting process, including maintenance of the on-going UOCAVA absentee ballot lists;
Communicates appropriately with the Electoral Board regarding any concerns or developments that affect the Registrar's Office.
ADDITIONAL JOB FUNCTIONS
Other duties to provide directly or indirectly services to citizens as may be assigned.
When unusual situations occur and/or the City Manager declares a State of Emergency, may be expected to accept special assignments and perform as needed to ensure appropriate service delivery.
SUPERVISORY RESPONSIBILITIES
Directly supervises full time, part-time and seasonal office staff in the Registrar's Office.
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
Responsibilities include interviewing, hiring, and training office staff; planning, assigning, and directing work; evaluating performance; rewarding and disciplining office staff; addressing complaints and resolving problems.
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
Must be self‑motivated and be able to work independently with minimal supervision.
Excellent customer service skills, including the ability to respond positively to diverse attitudes and situations, in person, on the telephone and via email.
Must be flexible and able to work non‑standard hours including evenings and weekends, particularly during election time. Must be able to attend several state‑required training sessions and regional Registrars' meetings each year.
Education and/or Experience Previous experience in a Registrar's Office is strongly preferred. Completion of a Bachelor's Degree in Economics, Political Science, Business or comparable field of study; requires extensive work experience in direct customer service, including supervisory experience. Must be proficient in Microsoft Office applications including Word, Excel and PowerPoint. Experience recruiting and managing volunteers and in database management is preferred.
Certificates, Licenses, Registrations VREO (Virginia Registered Election Official) or CERA (Certified Elections/Registration Administrator) certification is preferred and may be obtained after appointment.
All required background checks must be completed satisfactorily.
Must reside in the City of Lynchburg.
