Responsibilities

Job postings – meet with Hiring Managers to determine needs, recommend titles, research guidelines, ensure budget allocation, review, edit and prepare justifications and postings for approval. Review and edit interview questions as needed and work with staff to ensure selected candidates are qualified and approvals are received before interviews.

Assist DOT’s Human Resources with civil service list calls (eligibility, hiring pools and appointments).

Make job offers to selected candidates.

Prepare new hire and promotional paperwork – gather and prepare information for PRF forms, submit to Deputy Commissioner or Director, prepare managerial position description packages.

Oversee staff responsible for tracking and maintaining performance evaluation processes, violation tracking, scheduling interviews, managing temporary staff and College Aide recruitment and roster; act as DCAS liaison for civil service reviews and panel and DOT HR liaison for verification matters.

Assist with staff onboarding; review and enter information in the org chart portal; respond to Division employee emails and phone calls regarding personnel matters and confidential career inquiries; maintain accurate vacancy records. Fulfill Director functions in their absence.

Minimum Qualifications

A baccalaureate degree from an accredited college and four years of full‑time progressively responsible clerical/administrative experience, including 18 months in an administrative, managerial, executive or supervisory capacity supervising clerical staff of more than moderate difficulty.

An associate degree or 60 semester credits from an accredited college and five years of full‑time progressively responsible experience, including 18 months in an administrative, managerial, executive or supervisory capacity supervising clerical staff of more than moderate difficulty.

A four‑year high school diploma or equivalent and six years of full‑time progressively responsible experience, including 18 months in an administrative, managerial, executive or supervisory capacity supervising clerical staff of more than moderate difficulty.

Education and/or experience equivalent to the above. Candidates must also possess 18 months of the specified supervisory experience. Education above the high school level may substitute for general clerical experience at a rate of 30 semester credits for 6 months of experience, up to a maximum of 3½ years.

Preferred Skills Preference will be given to candidates with experience in HR related systems such as NYCAPS, PMS, Citytime, and knowledge of the City’s hiring rules, title specifications and civil service guidelines.

Residency Requirement New York City residency is generally required within 90 days of appointment. Certain City Employees who have worked for 2 continuous years may also be eligible to reside in other counties. Discuss the requirement with the agency representative at interview.

Salary Range: $84,109.00 – $181,807.00
