Base pay range $86,681.00/yr - $109,650.00/yr

Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time. Under the direction of the Information Technology Specialist 4 (SG-25) for DTO’s Digital Experience Bureau in the Communication Experience (ComX) section, the Technology Analyst 1 Rapid Application Development, will be responsible for programming advanced voice IVR’s and chat bots in cloud environments. This position will require a working relationship with Other ITS units, vendors, and project staff, to implement new and leading technologies in the Contact Center systems.

We are looking for a highly organized and detail-oriented Technology Analyst 1 Rapid Application Development to join our team. This IT Specialist will manage day-to-day administrative tasks, provide support to leadership to multiple teams, and ensure the efficient operation of the organization. The ideal candidate will be a self-starter who is comfortable working independently and is able to handle multiple tasks and assignments simultaneously.

Responsibilities

Continually learn and implement new technologies. Work with multiple new Cloud-based solutions. Position will also require being able to support vendor-built solutions using these technologies.

Interface with customers, agency partner staff, and internal staff in a highly professional manner.

Have the ability and flexibility to consistently accept change, as well as adapt to new technologies and methods.

Participate in requirements gathering with customers and help solution their technology architecture and environment needs.

Program and develop in multiple environments and products as well as handle advanced integrations with other environments and products. Preferred programming languages include JavaScript and .NET as well as object-based programming experience.

Build advanced IVR’s and phone Contact Center applications in multiple solutions, many with connections and integrations to other vendor technologies. This will also require integration with other products such as CRM's, SMS, Chatbots, Email, and other NY State Processing systems.

Experience with Verizon/NiceIncontact, Salesforce.

REST Webservice experience, architecture design, security review experience, preferred.

Troubleshoot bugs found in development and work with vendor to find a fix.

Assist with troubleshooting when emergency issues arise, including after hours or weekend emergency issues.

Attend and participate in meetings with internal team staff, vendors, agency customer staff, and vendors.

Adhere to all training and administration requirements.

Bring fresh thoughts and ideas to the team to expand on current technology solutions.

Minimum Qualifications

Five (5) years of information technology experience, one (1) year of which must be within the appropriate specialty.

Substitutions: Associate’s degree with 15 semester credit hours in computer science or a related field substitutes for one year of general information technology experience. Candidates in a bachelor’s degree program with at least 15 semester credit hours in computer science or a related field can substitute for one year of general information technology experience.

Bachelor’s degree in any field including or supplemented by fifteen (15) semester credit hours in computer science or a related field substitutes for three years of general information technology experience. Any bachelor’s degree substitutes for two years of general information technology experience.

Master’s degree or higher in computer science or related field substitutes for one year of general information technology experience.

Specialty includes experience within one or more of the following information technology disciplines: artificial intelligence, cloud solutions, human centered design, product management, quality assurance, rapid application development, robotic product management, geospatial information services.

Preferred Qualifications

Ability to diagnose application issues and decide what can be done with low code instead of traditional coding.

Intuitive understanding of turning ideas into working applications using a drag-and-drop visual environment.

Familiarity with pre-built templates, drag-and-drop visual interface, and entity builder.

Basic knowledge of Microsoft Dynamics, SQL, HTML 5, PHP, .NET, C#, CSS, JavaScript, and general Web 2.0 techniques.

Proven experience as a Software Analyst or similar role in software development, familiar with Agile or Scrum methodologies.

Strong analytical, problem-solving, and troubleshooting abilities with attention to detail.

Proven experience with low-code platforms such as OutSystems, Mendix, or Microsoft Power Apps.

Strong understanding of software development life cycle (SDLC).

Proficiency in designing and optimizing business process workflows.

Experience with database management and integrations with external systems.

Proficient in debugging and testing to ensure application quality.

Knowledge of best practices and coding standards in software development.

Excellent documentation skills, including technical specifications and user guides.

Ability to work collaboratively in a team environment.

Familiarity with Agile methodologies.

Excellent communication skills for gathering requirements and training end-users.

Understanding of data protection and security policies.

Ability to adapt to new features and updates on low-code platforms.

Experience with performance monitoring and optimization of applications.

Ability to manage regular maintenance and updates to applications.

Strong coordination skills to work with IT and security professionals, as well as other developers and departments.

Additional Comments

Appointment to this position and continued employment with the agency is contingent upon obtaining and/or maintaining New York State residency within six months of hiring.

Appointment to this position is not final until all agency approvals have been granted.
