Position: Maintenance Supervisor

Reports to: Public Works Director

Classification Status: Full Time, Exempt

Salary: Anticipated Starting Range $58,698 - $65,869 annually

Major Function Supervisory and technical work with administrative responsibility for management of the City’s utility system maintenance activities and programs.

Essential Functions

Plan, organize and direct the activities of City personnel and outside contractors engaged in maintenance of the City’s water, wastewater and reclaimed water systems.

Work under the direction of the Public Works Director to organize the Department’s maintenance management programs and activities; schedule, track and monitor all department work activities and work orders related to system maintenance.

Assign, supervise, coordinate, direct and review the work of employees and outside contractors engaged in the performance of maintenance and repair of water, wastewater and reclaimed water facilities.

Assess system maintenance and repair needs through coordination with other Utility Staff Members and City Departments; prepare work orders, budgets, cost estimates, contracts for services; supply materials, equipment and any other special needs as may be necessary to complete and manage the maintenance activity.

Develop, review and maintain administrative and technical reports related to utility system maintenance and performance.

Prepare contracts and specifications for procurement of outside maintenance services for repair of equipment and facilities.

Prepare and monitor the Annual Budget for system maintenance activities.

Perform related work as required.

Minimum Qualifications

Knowledgeable in utility management, utility systems operation, and water, wastewater and reclaimed water facilities.

Knowledge of Microsoft Office software (Excel, Access, PowerPoint and Word).

Knowledge of ESRI GIS software.

Ability to read and interpret ordinances, regulations, contracts, grants and legislation as it pertains to water, wastewater and reclaimed water systems.

Ability to develop, implement and monitor operating programs that measure maintenance practices and performance.

Ability to maintain effective working relationships with staff, other City departments and the public.

Ability to work with staff, architects, engineers, contractors during project design to project completion.

Skilled in plan review and mark up of all private projects and public capital projects.

Ability to communicate orally and in writing with clarity.

Ability to analyze detailed data, prepare and present reports, perform value analysis and make recommendations concerning improvements to the City’s Utilities System Maintenance Management practices and programs.

Attend relevant seminars to stay current with federal, state and local regulations.

Ability to read and interpret blueprints, specifications and construction contract documents.

Training, Certifications, and Experience Graduation from an accredited university or college with a Bachelor’s Degree in Engineering Sciences, Public Administration or a closely related field with three years of experience in the water, wastewater or reclaimed water management field. A comparable amount of directly related experience may be substituted at the City’s discretion for the minimum educational requirements if candidates are not available that fully meet the minimum requirements of the position as posted.

Special Requirements Must possess a valid Florida Driver’s License and be able to operate a motor vehicle. Must possess or obtain an FDEP Qualified Storm Water Management Inspector Certification within one year of employment. Must possess all Federal Emergency Management Agency’s Incident Command System (ICS) certifications required for an Incident Commander or obtain the certifications within one year of employment. This position is considered essential personnel and is required to report to duty for emergency situations such as floods, hurricanes, tornadoes, sinkholes, water/sewer breaks and other crises to provide for public safety. All New Port Richey employees are required to fill out a Disaster Response Survey and may be required to report to work during a declared disaster.

Physical Demands This job often transitions from indoor to outdoor work. Ability to lift up to 80 pounds. Ability to frequently bend, climb, stoop, squat and walk. Ability to stand for long periods of time. Physical strength and ability to work long hours outdoors, occasionally under adverse weather conditions. Must be able to work around loud noises. Must be familiar with OSHA safety regulations and use of safety equipment pertinent to the workplace. Willing to be on call.

Sensory Requirements Ability to hear, speak and understand conversation in English in various tones of voice, including accents or rapid speech. Ability to see, read and comprehend letters, numbers, words, characters or symbols of varying sizes. Ability to print and draw letters, numbers, words, characters and symbols that are legible and understood by others. Ability to learn complex tasks and remember how to complete tasks without assistance once trained.

Work Environment Ability to deal with stress related to routine deadlines and occupational problems that demand immediate attention. Necessity to multi-task successfully. Ability to accept decisions made by others that may oppose one’s own views. Ability to deal with both legislative and administrative personnel of the City in a tactful manner.
