POSITION OPEN UNTIL FILLED FIRST REVIEW 1/6/26 SECOND REVIEW 1/27/26 GENERAL DESCRIPTION OF POSITION Performs supervisory and training work tasks directing construction and maintenance activities. Responsible for the overall supervision and coordination of maintenance and construction projects. Incumbents plan, develop, schedule, and prioritize projects and ensure that projects meet quality standards and are completed on time.
SUPERVISION RECEIVED Works under the general direction of the Assistant Public Works Director. Works independently with considerable latitude for discretion and judgment. Work is evaluated through conferences and performance review of the results obtained.
SUPERVISION EXERCISED Exercises supervision directly over a subordinate staff of construction and maintenance personnel in the Public Works Department.
EDUCATION AND EXPERIENCE
Graduation from a high school or GED, supplemented by course work or training in construction and maintenance.
Three to five (3-5) years’ experience in construction and maintenance in the relevant field of the Public Works Division.
Two (2) years of supervising experience with supervisory experience in public sector preferred.
OR an equivalent combination of education, experience and training equivalent to the above minimum requirements.
SPECIAL REQUIREMENTS
Valid Arizona Driver’s license appropriate for the type of equipment being operated.
May require other specialized licenses or certificates not listed below depending on assignment.
Required to provide own hand tools.
Based on assignment, may be required to participate and obtain NIMS (National Incident Management System) training certifications.
STREETS
Minimum of CDL - Class A; Endorsements as required by the division.
Traffic Control Supervisor certification is desired prior to the interview. Successful applicants who do not have a current certification will be required to obtain one within 6 months of hire.
NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of the principles and practices of construction and maintenance of City infrastructure, equipment, facilities, or fleet required in a comprehensive and progressive public works program.
Considerable knowledge of project and program management.
Knowledge of the principles and practices of Asset Management, and best practices evaluation principles for construction and maintenance programming and scheduling.
State and Federal laws governing the construction and maintenance activities including OSHA standards, and state and federal regulatory and compliance requirements.
Policies, rules and regulations governing the safety programs and policies.
Estimating, costing, ordering materials, and equipment scheduling: Plan review to determine materials, tools, equipment and sequence of work.
Budget principles and practices: Microsoft Office products and other relevant technologies.
Capital improvement and fiscal short and long range planning.
Leadership and management practices; and team building methods.
Make appropriate decision, verifying compliance with department policies, objectives and procedures, statutes, laws, rules, and regulations, and using initiative and independent judgement within established guidelines.
Directing and coordinating construction and maintenance projects and programs for City infrastructure, equipment, facilities, or fleet.
Developing and managing construction and maintenance plans, budgets, policies and procedures.

Confers with Project Manager for planning, review, coordination and implementation of projects.
Participates in the construction, repair, maintenance and other related items.
Recommends changes and improvements to management regarding work area policies and issues to improve productivity and enhance services.
Inspects and approves all phases of public and private construction jobs and projects; Prepares cost projections for specific jobs and projects. Accurately read and interpret maps, specifications, drawings, and blueprints.
Requisitions and maintains an inventory of supplies; Keeps an inventory of tools and equipment.
Advises on capital expenditures.
Maintains project and program plans and specifications.
Prepares a variety of studies, reports and related information for department management review and need.
Ensures and assists in proper setup safe work zones and devices.
Prepares and maintains work records and logs, work orders, maintenance and repair logs, vehicle inspection forms, and other documentation.
Coordinates and monitors programs and projects for assigned area to establish and accomplish goals and objectives, track effectiveness and ensure regulatory compliance.
Receives telephone calls, inquiries and complaints concerning services of assigned work area; handles questions and matters of a more technical nature and effects appropriate resolution.
Serves as a liaison with employees and external organizations; represents the City at various meetings, public events, training sessions, committees, and/or related events, and maintains effective working relationships; provides professional advice to supervisors; makes presentations to supervisors, boards, commissions, civic groups and the general public; communicates official plans, policies and procedures to staff and the general public.

STREETS The General Maintenance Supervisor is responsible for overseeing and participating in the maintenance and repair of the City’s streets, parking lots, curbs, gutters, sidewalks, driveways, washes, drainage systems, and handicap ramps. This includes directing crews in setting forms and pouring concrete, installing or replacing traffic signs, laying out permanent pavement markings, performing traffic control activities, and overseeing maintenance of street lights and traffic signals to ensure safe and effective street operations.
The position coordinates and participates in operating and maintaining light to heavy equipment used in general street and drainage maintenance, such as street sweepers, sand trucks, patch trucks, service trucks, backhoes, cranes, bucket trucks, graders, loaders, dump trucks, and tractors. The General Maintenance Supervisor procures and manages contractors for maintenance-related work, ensuring compliance with City standards, project specifications, schedules, and budgets, and estimates labor, equipment, and material needs for work orders while coordinating work order tracking and asset management programs.
The role maintains regular contact with the public, providing information and addressing concerns regarding ongoing maintenance projects, and performs related duties as assigned. This position works hand‑in‑hand with the Asphalt Maintenance Division to ensure coordinated planning and execution of all street maintenance, preservation, and repair activities.
STREETS (ASPHALT REPAIR AND MAINTENANCE) The Asphalt Maintenance Supervisor is responsible for planning, directing, and participating in all asphalt repair and preservation activities for the City’s streets and parking lots, following the City’s Pavement Preservation Plan and field evaluations of pavement conditions. This includes coordinating appropriate treatments such as crack sealing, patching, overlays, surface sealing, and water repair asphalt patching, ensuring work is performed efficiently, safely, and in accordance with City standards.
The position supervises and directs crews in asphalt maintenance activities, provides guidance and training, and operates and oversees specialized equipment including patch trucks, rollers, sweepers, service trucks, loaders, dump trucks, and graders. The Asphalt Maintenance Supervisor procures and manages contractors for asphalt maintenance‑related work, ensures compliance with City standards, project specifications, schedules, and budgets, coordinates appropriate treatments based on pavement management recommendations and observed pavement conditions, and forecasts and tracks materials, labor, and equipment needs for asphalt maintenance and preservation projects.
The role maintains regular contact with the public, providing information and addressing concerns regarding ongoing asphalt maintenance projects, and performs related duties as assigned. This position works hand‑in‑hand with the General Maintenance Division to ensure coordinated planning and execution of all street maintenance, preservation and repair activities.
