Maintenance Foreman

Position Purpose: Responsible for the planning and overseeing the work of the maintenance staff to ensure safe and efficient operations for ERC roadways, bridges, tunnels, and facilities. Identifies, monitors and troubleshoots problems. Keeps records of work performed and completes maintenance history logs.
Responsibilities
Assumes responsibility for the efficient and effective performance of maintenance activities and equipment usage.
Provides training to all maintenance crewmembers and seasonal positions.
Operates light/medium duty maintenance equipment (pick‑up, dump truck, crash cushion truck, cone truck).
Uses a wide variety of roadway maintenance tools (chain saw, concrete saw, portable generator, air compressor, jack hammer, etc.).
Performs preventive maintenance on light/medium duty equipment under direction of supervisor and/or Maintenance Manager.
Performs routine and emergency roadway maintenance work, as directed within established time frames.
Installs, maintains, monitors and removes various types of roadway lane closures under the direction of Maintenance Supervisor.
Monitors and directs roadside and facility landscaping work, such as clearing weeds and brush, planting and trimming.
Maintains assigned vehicle(s) in good working condition, fuels up at end of work day, removes tools, and maintains cleanliness.
Submits 100% of all record‑keeping, documentation, reports, etc. in accurate, readable format by due date.
Performs Pre‑Trip and Post‑Trip Vehicle Inspection on assigned equipment.
Wears appropriate Personal Protective Equipment (PPE) at all times.
Maintains 100% compliance with MUTCD and Virginia Work Area Protection Manual.
Adheres to all laws governing vehicle operation; maintains a safe driving record with zero preventable accidents.
Performs all other duties assigned.
Assumes responsibility for related maintenance record‑keeping and administration.
Keeps records of all work performed and updates maintenance history logs.
Controls and accounts for equipment entering or leaving the building.
Assists in developing a preventive maintenance schedule.
Inputs and updates lane closure requests through the Lane Closure Advisory Management System (LCAMS).
Ensures an adequate inventory of necessary spare parts and materials is maintained.
Establishes and maintains effective communication and coordination with Company personnel and management.
Communicates regularly with personnel to ensure that repairs and maintenance needs are met and coordinated with maintenance schedules.
Keeps management informed of activities and significant concerns; reports major concerns or significant problems.
Completes related paperwork and records.
Attends meetings as required.
Effectively supervises Maintenance Department personnel, ensuring optimal performance.
Provides leadership to assigned personnel through objective setting, delegation, and communication.
Conducts regular meetings to keep personnel informed of daily activities and safety requirements.
Assigns and coordinates personnel; directs daily operations.
Is on call on a rotating schedule.
Leads and directs personnel and contractors in inclement weather and/or emergency situations.
Maintains professional business relations with vendors and contractors; acts as liaison between the Company and external contacts.
Manages and monitors contractor activities.
Assists in moving materials, supplies, and equipment as needed.
Performs building maintenance functions as needed.
Ensures work area is clean, secure and well maintained.
Performance Measurements
Maintenance problems are promptly identified, managed and resolved with minimal disruption to maintenance schedules.
Leads and guides the personnel in the successful completion of maintenance activities.
Maintains accurate records and logs within Asset Essentials; equipment is appropriately controlled and accounted for.
Ensures maintenance and repair functions are completed per safety standards and company policies.
Maintains good communication and coordination with personnel and management; provides support as needed.
Qualifications
Education: High school graduate or equivalent; must be at least 21 years old.
Experience: At least three years of related work experience in highway maintenance, highway construction, or equivalent combination of education and/or related experience. Prior experience in a leading role or directing the work of others is required.
Skills and Abilities: Experience performing manual labor.
Ability to work independently.
Ability to obtain flagger and work zone certifications.
Ability to perform preventative maintenance on assigned equipment.
Preferred ability to operate light and medium highway maintenance equipment.
Proficiency in operating complex equipment (sander, motor grader, dump truck, tractor, front end loader, drill press, welder, etc.).
Valid Virginia Drivers’ License; Commercial Driver’s License preferred.
Knowledge of MUTCD and VWAPM preferred.
Experience with lane closures/traffic control preferred.
Ability to obtain a VDOT Security Clearance.
Passes Criminal History Background Check and drug screen.
Strong interpersonal skills; ability to develop and maintain cooperative relationships.
Willingness to work a flexible schedule including dayshift, nightshift, weekends and extended hours.
Effective leadership ability.
Basic computer skills.
Certification possibilities: herbicide spraying, welding, CDL, GRIT.
Physical and Mental Demands
Climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and other physical activities as described.
Ability to exert moderately heavy (up to 50 lb.) physical effort in moderate to heavy work.
Ability to coordinate multiple tasks and operate heavy equipment safely.
Ability to work under hazardous conditions including high places, confined spaces, chemical exposures, and exposure to weather.
