Solid Waste Supervisor - Landfill Operations
Position Description: This is a Full-Time, Permanent, Safety Sensitive position in the Department of Public Works, Landfill Operations in the Waste Management Division. This class of work covers multiple program areas in solid waste collections and operations.
Responsibilities
- Supervise the work performed by employees and contractors in collection of curbside solid waste, convenience center operations, community cleanup collections, bulk item collections, and landfill construction and operation (opening/closing cells, covering disposed materials, grading, erosion and sediment control, slope and terrace work, soil and erosion control, recycling, composting, and brush grinding).
- Monitor contractor performance; interact with citizens to explain procedures and resolve problems; supervise employees; write contract specifications; read and interpret engineering drawings; establish and follow grades; prepare work schedules; develop work flow procedures; meet time schedules.
- Visit work sites to inspect collection, disposal, landfill and recycling operations; participate in safety meetings; evaluate work, authorize leave, prepare work schedules, complete accident or injury reports, and review employee grievances.
- Purchase supplies as needed and recommend purchases requiring formal purchasing documents; review and recommend specifications for equipment.
Knowledge, Skills, and Abilities
- Knowledge of landfill operations including disposal operations, cover soil management, recycling, compost, brush grinding, and closed landfill maintenance.
- Knowledge of construction projects including surveying and reading grading plans.
- Experience with operation and maintenance of medium and heavy-duty landfill equipment (e.g., tub grinders, compactors, track loaders, backhoes, bulldozers) and knowledge of related regulations.
- Effective oral and written communication skills; ability to interact with the public and provide customer service.
- Proficiency with Microsoft Suite (Word, Gmail, Excel, Access or related systems).
- Ability to enforce codes and regulations related to collection and transportation of waste, reading engineering plans, budgeting, and bid specification preparation.
- Ability to supervise employees and develop innovative solutions to operational problems.
Minimum Qualifications
Education: Graduation from high school.
Experience: Two (2) or more years of experience in planning and supervising solid waste management services in collection, landfill, disposal, recycling operations, or a related field.
Additional Requirements: A valid non-commercial Class C motor vehicle operator's license. Note: This is a confidential position. Note: This is a Safety Sensitive position and employees in this position are subject to CDS and Alcohol testing.
Supplemental Qualifications
Preference will be given to candidates with the following:
- Three (3) to Six (6) years experience in Solid Waste Management and landfill operations, including familiarity with landfill disposal operations, compaction, cover soil management, recycling, compost, and closed landfill maintenance.
- Experience in oversight of construction projects involving heavy earthwork, surveying and grading plans.
- Experience in operation and maintenance of medium and heavy-duty landfill equipment.
- Knowledge of Federal, State, and Local regulations related to landfills.
- Two or more years of supervisory experience.
- Ability to work Monday through Friday with scheduled weekend overtime.
- SWANA Manager of Landfill Operations (MOLO) certification may be preferred.
- Familiarity with Microsoft Office/Google Suite.
