Position Summary The Wellness Center Administrator Program Manager oversees all non‑clinical and administrative aspects of the Wellness treatment program, which is comprised of the Veterans Grant & Per Diem Treatment program and the Drug Medi‑Cal Substance Use Disorder (SUD) program. This includes billing, reporting, and grant compliance, as well as completing intake processes, state licensing, and certification compliance. The position also requires providing technical support and training on quality assurance for clinical and non‑clinical staff to ensure legal compliance.

Essential Functions

Day‑to‑day management of a 75‑bed state‑licensed residential substance abuse treatment program within a 500‑bed shelter and transitional living facility for single adults experiencing homelessness.

In collaboration with the Clinical Director, assure contract compliance through implementation and documentation of evidence‑based treatment practices for persons with substance use disorders, including those dually diagnosed with co‑occurring mental illness (e.g., schizophrenia, major depressive disorder, PTSD, or serious impairments in work, family relations, thinking ability, or mood).

Ensure all program activities align with program goals stipulated in funder contracts and the individual recovery goals of participants.

Work with the Clinical Director to design, implement, monitor, and evaluate clinical and operational aspects of the residential treatment program.

Schedule and conduct intake assessments to maintain program census at no less than 80% occupancy.

Develop outreach strategies to increase program entry among participants in the community.

Oversee program revenue and expenditures, collaborate with the Business Manager to prepare periodic funder invoices and financial/programmatic reports, and perform budget management activities.

In collaboration with the Clinical Director, recruit, hire, train, supervise, and manage staff, conduct regular performance evaluations and provide monthly one‑on‑one supervision.

Supervise and ensure program staff are equipped with appropriate skills and resources.

Enforce program rules, manage HIPAA compliance and participant confidentiality protocols.

Ensure participant crisis intervention support is provided by appropriate staff, including out‑of‑hours support to the Clinical Director, on‑call clinical staff, or external networks.

Create and maintain a therapeutic environment, addressing underlying causes of substance abuse and homelessness, facilitating transition to permanent housing upon completion.

Implement and maintain direct outreach activities to sustain program census at no less than 95% capacity.

Develop and maintain meaningful collaborations with other service providers, agencies, and organizations.

Manage government grants and contracts, collaborate with funders, prepare reports, and work with the Business Manager on fiscal reports/invoices.

Collaborate as a member of the Bell Shelter management team to support adequate supervision of staff and participants, presenting a professional image reflecting Salvation Army values.

Ensure all programming and services adhere to mandated reporting and best practices.

Ensure all Wellness Center staff are registered, certified, or licensed, maintaining updated documentation.

Ensure training requirements, including annual HIV/STD training, are met and recorded in staff files.

Ensure no unauthorized medication is stored in client areas and conduct random inspections.

Ensure medication rooms comply with contract and state licensing requirements.

Ensure staff maintain up‑to‑date health screenings and certifications, maintaining copies in files.

Perform monthly audits of participant charts for compliance with federal, state, and local regulations.

Perform other tasks as required by superiors.

Pay Rate $80k‑$90k.

Working Conditions Physical: Ability to walk, stand, bend, squat, climb, kneel, twist, grasp, push, pull objects such as files and reach overhead. Use of computer, fax, telephone. Lift up to 25 lb. Ability to drive/access transportation for off‑site events, meetings, trainings.

Minimum Qualifications

Bachelor’s degree in business management, social sciences, or related field required. Master’s degree preferred.

Alcohol and Drug Counselor Certification or License preferred.

Minimum 2 years of experience designing, implementing, managing, and monitoring social service programs.

Minimum 2 years of experience managing, supervising, and training subordinate employees.

Minimum 2 years of experience managing contracts and/or government grants, including programmatic and financial reporting.

Skills, Knowledge & Abilities

Excellent management, communication (verbal and written), prioritizing, and problem‑solving skills.

Ability to plan, make sound decisions, and lead effectively.

Ability to gather data and prepare documents for grant reporting.

Strong computer skills: Microsoft Office (Word, Excel, PowerPoint, Outlook).

Strong knowledge of electronic health records (EHR) such as Sage, HMIS.

Strong time management and organizational skills.
