Transportation Program Manager

Assume leadership responsibilities for managing multidisciplinary infrastructure programs with a high degree of technical complexity and non-technical intricacies. Advise clients on the technical, regulatory, financial, and community facets of infrastructure programs, leveraging lessons learned and industry best practices to address each clients needs. Plan, direct and monitor all aspects of program execution, overseeing disciplines such as capital planning, change management, commissioning/asset onboarding, communications, construction management, cost control/estimating, document management, environmental planning/compliance, engineering, equity, financial support, organizational strengthening, permitting, planning/design management, program governance, procurement, project management, quality management, real estate, regulatory support, risk management, scheduling, strategic planning, sustainability, and resiliency. Anticipate and identify potential issues and risks impacting program implementation; provide strategic advice, resolve issues, mitigate risk, and support timely decision-making. Develop and implement program management plans, startup plans, work plans, business processes, and tools to drive efficiencies, accountability, team alignment, and transparency. Direct services provided by a program team of HDR staff and subconsultants; promote alignment through regular communications; secure resources to deliver contract scope with a focus on contract compliance; monitor team performance; establish a robust QA/QC program to meet client expectations. Monitor the programs financial performance against pre-established metrics and adjust as necessary to meet earnings and profitability targets while controlling losses. Contribute to the growth of HDRs program management services by building trusted client relationships, expanding services for existing clients, pursuing new program opportunities, and mentoring staff. Perform other duties as needed. Preferred Qualifications
Masters degree in Engineering, Construction Management, Sciences, Planning, Business Administration or closely related field Experience leading the consultant or owner program management team of at least one transportation infrastructure program with a capital value of $500 million Knowledgeable of alternative delivery models such as P3, DBFOM, and EPC Willingness to travel regularly and, if needed, commute to a client site temporarily 15+ years of highway, rail, or grade separation project management experience is preferred Required Qualifications
Bachelors degree in Engineering, Construction Management, Planning, Sciences, Business Administration, or a closely related field Program management experience as outlined: either (a) at least 3 years in a deputy role to the Program Manager for programs with cumulative capital value of $200 million or more; or (b) at least 5 years as a Project Manager or Project Controls Manager for programs with capital value of $200 million or more; or (c) at least 10 years as a Project Manager directing a multi-disciplinary team for at least two projects with capital value of $50 million or more Strong leadership and ability to build a cohesive team culture across multiple locations Excellent communication skills; comfortable presenting to client executives and large audiences Experience with alternative and collaborative delivery methods (DB, PDB, CMAR) Familiar with tools to manage large programs (PMIS, CMIS, scheduling, cost control, document management, risk management, asset management, dashboard analytics, etc.) Active participation in HDRs employee-owned culture What We Believe / Our Commitment
