Nature of Work The Transportation Engineering Technologist reports to the District Construction Office. The position serves in a managerial or program expert capacity within highway and bridge construction and maintenance. The unit manager supervises lower‑level supervisors, technicians, and/or professional employees, performs technical data review, and may manage a specific division‑wide technical function or act as a licensed land surveyor. This role includes performing field reviews, communicating with consultant engineers, and monitoring and managing project budgets.
Typical Duties and Responsibilities
Provide managerial oversight for subordinate supervisors and the program/projects to which they are assigned.
Evaluate the work of subordinate supervisors and employees.
Review and/or calculate technical data relating to engineering and construction projects.
Review project design and construction plans prepared by consultants.
Communicate with consultant engineers to discuss prospective or ongoing projects and plans.
Perform field reviews of engineering and construction projects.
Meet with various parties interested in projects, including state government representatives, legislators, community leaders, regulators, and other interest groups.
Monitor and manage budgets associated with projects.
Read and interpret complex design and construction plans. Travel may be required; therefore, a valid driver’s license is required.
Skills and Knowledge
Knowledge of principles and practices of civil engineering.
Knowledge of laws, policies, procedures and regulations governing contracts, consultant agreements, purchasing, employment and other matters.
Knowledge of the internal operation of the Division of Highways.
Knowledge of plan and specification requirements of the Division of Highways.
Ability to communicate effectively both orally and in writing.
Ability to read and comprehend plans and specifications.
Ability to establish and maintain effective working relationships with others.
Ability to work harmoniously with other employees.
Ability to supervise others.
Minimum Requirements
REQUIRED TRAINING/EDUCATION
– Certification as an Engineering Technologist by the West Virginia Transportation Engineering Technician Certification Board.
REQUIRED EXPERIENCE
– No prior experience required.
Substitution (New Hires Only)
–
Associate of Applied Science in Highway Engineering Technology plus 12 years of paid experience in a technical Civil Engineering environment.
Associate Degree in Engineering, Engineering Technology, or similar technical degree plus 10 years of paid experience in a technical Civil Engineering environment.
Bachelor’s degree in Engineering, Engineering Technology, or similar technical degree plus 7 years of paid experience in a technical Civil Engineering environment OR licensed as a Professional Surveyor OR licensed as a Professional Engineer.
Special Requirement
– Employees functioning as a licensed land surveyor must have a current state license from the State Board of Examiners for Land.
