Location & Program Northrop Grumman Space Systems is searching for a Programs Manager Level 2 to join the Program Engineering Management team within the Launch Vehicles business unit in support of the T4 Targets Program located in Chandler, AZ. This program with annual revenue in excess of $20M is a flexible target supporting multiple Missile Defense systems with the Army as the primary customer, with missions executed in a campaign style from numerous launch facilities around the world.
Role Description & Responsibilities
This position reports to the Targets Chief Engineer and supports the T4 program Manager. The T4 Program Manager leads a cross‑functional team of approximately 20 people consisting of Engineering, Manufacturing, and Quality personnel in the successful execution of all phases of the T4 life cycle, including design, assembly, pre‑mission analysis, launch vehicle missionization, launch execution, and post‑mission analysis.
Lead the team to achieve 100% mission success.
Execute project management for T4 launch vehicles, including integrated milestone schedule (IMS) management, earned value management system (EVMS) management and daily issue resolution.
Provide oversight, technical direction, and guidance across a multi‑discipline engineering, manufacturing, and test team.
Manage, control, and administer the successful performance of technical tasks.
Help resolve programmatic and technical problems that would affect cost, schedule and system performance.
Participate in the Configuration Control and Risk Review Boards.
Manage the resolution of component and supplier issues related to these vehicles.
Represent these vehicles as required in meetings and management boards with internal and external stakeholders.
Brief senior management on project status and technical details.
Basic Qualifications
Bachelor of Science Engineering degree plus 9 years of experience; Masters degree plus 7 years of experience; or PhD plus 4 years of experience.
Active Secret security clearance.
U.S. Citizen.
Ability to travel occasionally (6‑8 trips/year).
Minimum of 7 years directly related experience in project management.
Demonstrated verbal and written communication excellence with customers and all levels of management.
Experience developing project cost and schedules and managing efforts via EVMS.
Exceptional leader of a multi‑disciplined team.
Thorough understanding of design standards, procurement processes and configuration management.
Ability to work under limited supervision and complete projects on time and on budget.
Multi‑disciplinary engineering experience or system engineering experience.
Perform other duties, as necessary, commensurate with the role of Program Manager.
Preferred Qualifications
Earned Value Management System (EVMS) management experience.
Benefits & Compensation Primary Level Salary Range: $139,100.00 - $208,700.00. The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate’s experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, company paid holidays and paid time off (PTO) for vacation and/or personal business.
