Job Summary The Project Manager (Scrum Master) will serve as a contract resource supporting the Department of Technology, Management and Budget (DTMB) on behalf of the Department of Health and Human Services (MDHHS). This role acts as the Scrum Master for the MDHHS Accounts Receivable and Collections (ARC) Project, guiding Agile teams through effective Scrum practices while fostering collaboration, transparency, and continuous improvement. The Scrum Master will coach teams, facilitate ceremonies, remove impediments, protect delivery teams from external disruptions, and ensure Agile principles are consistently applied across a complex, enterprise-level government environment.
About the Project This role supports the MDHHS ARC Project, which focuses on Accounts Receivable and Collections systems within the Michigan Department of Health and Human Services. The Scrum Master will partner closely with cross-functional teams to ensure predictable delivery, regulatory alignment, and high-quality outcomes for financial and debt-management solutions used by the State of Michigan.
Key Responsibilities
Coach Agile teams on Scrum best practices, servant leadership, and continuous improvement.
Facilitate all Agile ceremonies including Sprint Planning, Daily Scrum, Backlog Refinement, Sprint Reviews, and Retrospectives.
Remove impediments to team progress and proactively manage dependencies.
Protect the team from external distractions while maintaining transparency with stakeholders.
Guide teams in delivery forecasting, sprint commitments, and performance metrics.
Coach Product Owners on backlog refinement, story decomposition, estimation, and value prioritization.
Collaborate across engineering, QA, product, architecture, compliance, and operations teams.
Support scaled Agile delivery across multiple teams or large program environments.
Enable collaboration and alignment in integration-heavy, API-driven, and data-centric systems.
Support Agile governance, reporting, dashboards, burn-up metrics, and KPI tracking.
Required Experience
7+ years of experience serving as a Scrum Master in Agile software development environments.
Proven experience supporting complex, enterprise-level financial or debt management software solutions.
Advanced knowledge of Scrum, Kanban, and Scaled Agile frameworks (SAFe, Nexus, LeSS, or similar).
Strong understanding of SDLC, secure application development lifecycle (SADLC), and DevOps practices.
Demonstrated ability to drive Agile best practices, continuous improvement, and predictable delivery.
Hands-on experience with Agile lifecycle management tools such as Azure DevOps, Jira, Rally, or VersionOne.
Strong understanding of regulatory, privacy, and security requirements in financial services software (PCI, SOC, FFIEC, CFPB).
Excellent communication, facilitation, conflict resolution, and stakeholder management skills.
Experience leading multiple Agile teams or operating within a scaled program environment.
Experience working in cloud-first environments (Azure, AWS, or GCP).
Preferred Qualifications
Agile certifications such as SAFe Scrum Master (SSM), SAFe Advanced Scrum Master (SASM), CSM, PSM I/II, ICP-Client, or equivalent.
Experience with debt collection, servicing systems, payment processing, or financial case management platforms.
Understanding of user-centered design, accessibility standards, and customer journey mapping.
Experience supporting QA activities including regression testing, UAT, and post-deployment validation.
Ability to facilitate technical discussions, backlog elaboration, and cross-team dependency alignment.
Experience contributing to or establishing Agile Centers of Excellence (CoE) or governance programs.
