The Project Administrator (PA) manages one or several transportation construction projects. The PA is the owner’s representative, ensuring public safety, quality, timely completion, and financial responsibility. The PA develops solutions and coordinates with clients, engineers, contractors, subcontractors, utility owners/agents, public agency officials, and the public.
Responsibilities
Serve as the Owner’s representative and faithfully represent the Owner’s interest.
Exercise independent professional judgment with concurrence from the SPE.
Maintain public safety as the paramount focus throughout the project.
Develop proactive solutions to project issues.
Review project team performance with a focus on quality and promoting the ETM brand.
Organize and manage staff assignments to ensure accurate documentation.
Provide professional communication to the client, informing them of significant activities, decisions, and reports.
Manage all Change Orders, Work Orders, Supplemental Agreements, and monthly/final payments to the contractor.
Possess technical knowledge to evaluate contract compliance.
Lead project meetings with client, contractor, utility agencies, ERT, Disputes Review Board, or the public.
Review or provide progress and final estimates throughout construction.
Qualifications
Valid and safe driver’s license.
High school diploma or equivalent.
Eight (8) years of CEI or roadway or bridge construction experience, with two (2) years in relevant transportation projects.

FDOT Advanced MOT
CTQP Quality Control Manager (exam passed)
CTQP Final Estimates Level II
Desired Certifications
CTQP Level II (Asphalt / earthwork / concrete)
CTQP – Drilled Shaft & Pile Driving
