Analyst, Procurement Operations
NYC Mayor's Office of Contract Services (MOCS) is an oversight and service agency that manages procurement citywide, ensuring the procurement process remains fair, transparent, efficient and cost-effective.
MOCS provides end-to-end technology tools, publishes enriched data, hosts public hearings, and partners with agencies and vendors to identify policy reform opportunities.
Responsibilities
Review and assess complex procurement submissions of assigned City agencies, including pre-solicitation reviews, contract awards, and budget configurations; make recommendations for approval or follow-up actions.
Evaluate procurement documents for compliance with the City Charter, Procurement Policy Board rules, Comptroller’s Directives and Mayor’s Office of Contracts policies.
Assist with solicitation development, drafting, copyediting, system configuration, and pre- and post-solicitation review.
Support design and implementation of system releases for the Procurement and Sourcing Solutions Portal (PASSPort).
Collaborate with the technical team to improve PASSPort and HHS Accelerator applications, including system testing and enhancements.
Act as liaison providing customer assistance and guidance to Agency procurement staff on procurement actions.
Collect and analyze stakeholder feedback and facilitate change management and system guidance.
Assist in developing tools and resources such as guides, job aids, and templates for citywide use.
Participate in cross-division and cross-agency projects and perform special projects as assigned.

Engage and support stakeholders through all phases of procurement and change.
Minimum Qualifications
Graduation from an accredited college with a baccalaureate degree; or
Graduation from an accredited community college plus two years of experience with administrative, analytic, coordinative, supervisory, or liaison responsibilities; or
A four-year high school diploma or its equivalent plus four years of experience as described above; or
A satisfactory equivalent combination of education and experience.
