Job Summary The Program/Project Manager oversees assigned utility projects from initiation through closure, serving as the primary liaison for internal stakeholders. This role ensures all project phases align with the client’s 8 Gates / IPSEC lifecycle, manages schedules, mitigates risks, ensures document and design readiness, and drives project execution. The manager also performs financial tracking, forecasting, stakeholder communication, and staff mentorship to support the delivery of reliable energy services.
Key Responsibilities
Serve as the owner of assigned projects from initiation through closure, acting as the main point of contact for all internal stakeholders.
Manage all 8 Gates within the project life cycle following IPSEC methodology.
Clarify and define project scope, deliverables, and timelines, including feasibility assessments and Engineering Study/EAR applicability.
Determine number and type of required Work Orders and develop project timelines.
Review and approve customer submittal documents, ensuring designs are delivered according to schedule.
Track project performance, identify risks, remove roadblocks, and proactively communicate forecasted workloads.
Ensure customer requirements stay on schedule and drive conflict resolution to maintain project progress.
Track financial performance of projects and programs; provide cost forecasts and annual lifecycle spending projections.
Document and justify project overspend and reconcile actual cost Work Orders with finance and customer teams.
Apply client policies, processes, standards, regulations, and risk considerations to all assigned project types.
Develop and implement solutions to complex issues with minimal oversight, enabling win‑win outcomes for clients and customers.
Coordinate site meets (pre‑construction, trench, global, joint meets, kickoff) and manage inspections with client inspectors.
Oversee construction coordination via D‑Ops and C‑Ops scheduling.
Provide ongoing project tracking and reporting including status, health (at‑risk/on‑track), customer updates, and forecast delivery.
Mentor, train, and develop department staff.
Provide timely stakeholder communication, proactively and upon customer request, with expected response time within 24 hours.
Required Experience
Minimum High School Diploma or equivalent.
B.S. in Business, STEM, or related field preferred; advanced degree considered.
Minimum of 7 years combined experience, including at least 5 years of project management and 2 years of electrical utility service planning.
Minimum 2 years of Electrical Service Planning/Design experience.
Advanced proficiency with Microsoft Office Suite, including Power BI, data manipulation, and visualization.
Demonstrated ability to translate technical data and plans for non‑technical audiences.
Required Skills
