About the Role We are seeking a Senior Planning Officer to support the Marine Forces Reserve (MARFORRES) Headquarters (HQ), G-5 Plans Division in New Orleans, LA. The Senior Planning Officer will provide strategic and operational planning expertise, program management support, and mission assurance. This role ensures MARFORRES programs and capabilities comply with Department of War, Department of the Navy, and U.S. Marine Corps policies, procedures, standards, and benchmarks. You will also provide planning guidance to Major Subordinate Commands and feedback to COMMARFORRES to ensure alignment with Combatant Commander plans and Marine Corps enterprise objectives.
Key Responsibilities
Support the MARFORRES G-5 Plans Division in coordinating Marine Corps Reserve support to Marine Corps and Combatant Commander strategic and operational programs, projects, and actions.
Serve as a daily liaison between Headquarters Marine Corps Plans, Policies, and Operations Plans Division, MARFORRES Assistant Chief of Staff G-3/5, Deputy G-3/5, G-5 Plans Officer, section heads, and Major Subordinate Commands to ensure alignment with Combatant Commander Operation Plans and Contingency Plans.
Apply in-depth knowledge of the Marine Corps Planning Process and Joint Planning Process to conduct program management decision support, including development and tracking of Plans of Action and Milestones and analysis of joint, service, and MARFORRES-level directives impacting future operations.
Support development of Marine Corps mobilization plans, processes, procedures, and policies in support of enterprise-level programs and initiatives. Coordinate with Department of War, Department of the Navy, Service Component, and Marine Corps working groups to ensure synchronization across planning efforts.
Advise the G-3/5 Division Head on campaign development, deliberate and long‑range operational planning, Department of War policy, and service and joint-level future readiness requirements.
Utilize detailed knowledge of Marine Corps Order 3061.1, Total Force Mobilization and Deployment Plan, to convey mobilization processes and procedures to service-level and joint planning organizations.
Improve planning and operational decision‑making by assisting with problem definition, development of desired end states, application of operational art, challenging assumptions, and presenting alternative courses of action.
Develop, review, and monitor MARFORRES equities in Combatant Command contingency plans, including Time Phased Force Deployment Data.
Provide liaison support to higher, adjacent, and external headquarters planning organizations.
Review, assess, and recommend updates to orders, directives, and policies governing future plans.
Support task management activities using the Enterprise Task Management Software Solution and the Automated Message Handling System.
Key Qualifications
Authorization to work in the United States permanently without sponsorship.
An Active TOP SECRET security clearance.
Bachelor’s degree from an accredited institution.
Retired U.S. Marine Corps Lieutenant Colonel (O‑5) or higher with operational and strategic planning experience at the MEF level or higher.
A minimum of (10) years of combined experience supporting the Department of Defense, including: – At least 5 years of experience in Joint Planning Process or future operations planning – At least 3 years of experience serving in a G‑3 or J‑3 organization, or at a Combatant Command or Service Component‑level command in a planning or operations role.
An 0505 background (or other service equivalent) through any one of the service schools producing the MOS (SAW, SAMS, etc).
Extensive experience supporting Marine Corps or joint operational planning.
In‑depth knowledge of the Marine Corps Planning Process and Joint Planning Process.
Experience supporting Combatant Command or Service Component-level planning efforts.
Familiarity with Marine Corps mobilization and deployment planning processes.
Strong analytical, briefing, coordination, and written communication skills.
Additional Qualifications
Retired 0‑5 Lieutenant Colonel with MARFORRES planning experience.
Prior experience supporting MARFORRES, Major Subordinate Commands, or Headquarters Marine Corps.
Experience with Combatant Command OPLAN and CONPLAN development.
Experience with campaign planning, deliberate planning, and force mobilization.
Senior Service College graduate or equivalent strategic‑level education.
