Senior Principal Project Manager

Job Summary Manage multi‑million dollar capital construction projects exceeding $250 M in cost, planning and evaluating project activities with minimal supervision. Provide analytical and metrics‑based reporting to senior staff, executive governance committees, board members, government officials and other stakeholders. Serve as the main internal and external liaison for execution of major capital design and construction projects within the Amtrak system.

Essential Functions

Develop and implement project plans, schedules, and budgets consistent with operational needs at railyards and facilities to ensure on‑time, on‑budget delivery.

Manage and monitor project schedules, progress, and costs, including oversight of consultant teams; maintain, adjust, and update plans as needed; consolidate and communicate all issues and risks; and ensure timely communication of status to all stakeholders.

Create and maintain required project‑management documents in accordance with Amtrak standards and applicable regulations.

Mentor and coach junior‑level project‑management staff and matrixed team members, guiding adherence to established practices.

Establish collaborative partnerships among stakeholders to enable scoping, financial and resource decisions.

Knowledge, Skills & Abilities

Advanced knowledge of project‑management principles, program development, implementation and administration for improvement and maintenance projects.

Strong understanding of passenger railroad systems design, construction, operations, maintenance, safety, accident prevention, and emergency response.

Familiarity with relevant local, state, and federal laws, rules and regulations governing passenger railroad capital improvement and maintenance projects.

Comprehension of capital and operating budget preparation, contract negotiation and administration, and knowledge of stakeholders including the FRA, NEC and local governments.

Ability to motivate and support cross‑organizational teams to achieve superior results.

Excellent interpersonal communication skills, including meeting facilitation, conflict resolution, and conveying complex issues to all levels.

Proficiency in Microsoft Project, Visio, Office, Excel, PowerPoint, and Word.

Minimum Qualifications

Bachelor’s degree or equivalent combination of education, training and relevant experience.

Minimum 9 years of relevant professional experience.

Preferred Qualifications

Minimum 11 years of relevant professional experience.

Work Environment

Combination of office and field work: 75 % office, 25 % field.

Required travel to project offices and sites.

Availability for emergencies 24/7 in all weather conditions.

Work hours may vary; primarily 4 days on office and 1 day remote.

Compensation & Benefits Salary range: $135,800 – $176,040.
