This is a Direct Hire Authority (DHA) announcement for a Budget Analyst, GS-0560-12, in the South Atlantic Division, Jacksonville District, Construction Division, Construction Division.

Duties
Coordinate the operational budget Construction Division.
Formulate annual and multi-year operational budget estimates.
Provide independent financial guidance and expert technical staff support to management.
Advise management on all aspects of the interpretation and application of budgetary guidelines
Interpret and apply financial and resource management regulations
Independently prepares analysis to develop budget strategies.

The Jacksonville District is the second largest civil works District in the U.S. Army Corps of Engineers, with an area of responsibility that encompasses the state of Florida. We provide quality planning, engineering, construction and operations of a large civil works program, including ecosystem restorations, coastal storm risk management, flood risk management, navigation, emergency response, and other products and services. The District is located in downtown Jacksonville at the crossroads of I-95 and I-10 offering favorable commute times from across Duval County. Jacksonville is home to the NFL’s Jaguars, minor league ice hockey & baseball teams, professional indoor football & ABA basketball teams, NASL soccer, and closely situated to the annual TPC at Sawgrass. The city is host to numerous musical, comedic, and other artistic events and offers numerous outdoor adventures , to include the beaches, St. Johns River, and vast camping and hiking that can be enjoyed year round.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
Other Requirements
Applications must be submitted after 12:01 AM (EST) of the posted Job Posting Open Date and before 11:59 PM (EST) of the posted Job Posting Close Date to receive consideration.
All positions require the applicant to be a citizen of the United States.
Male applicants born after December 31, 1959, are required to register for Selective Service prior to appointment.
A trial or probationary period may be required.
Direct deposit of pay is required.
This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
Hiring incentives such as a recruitment/relocation bonus, service credit for leave, and student loan repayment may be authorized (subject to available budget). Before the payment of a Relocation Incentive, an employee must provide residence documentation and maintain a residence in the new geographic location for the duration of the service agreement.
PCS may be authorized.
This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or its possessions to operate vehicles.
This position may be eligible for situational telework.
