Lease Accounting Analyst

The City of Fayetteville is currently recruiting for a Lease Accounting Analyst to perform research and analysis to support financial processes such as administering the end-to-end billing, aging, collection coordination, and reporting for the City’s portfolio of lease agreements (as lessor and lessee) in compliance with Governmental Accounting Standards Board (GASB), GASB 87 and related guidance and GASB 96 for Subscription-Based Information Technology Arrangement (SBITAs) where applicable, year-end close out, audit process, and financial reporting.
Responsibilities
Set up lease billing schedules (base rent, Consumer Price Index (CPI)/indexation, percentage rent, escalations), generate monthly invoices, and reconcile payments; prepare aging and delinquency reports; coordinate collection actions with accounts receivable (AR).
Track critical dates (commencements, renewals, terminations), CPI resets, insurance/Certificate of Insurance (COI) compliance; coordinate with the City’s Real Estate division/Legal on amendments; maintain documentation in the lease management system.
Maintain lease inventory; abstract key terms and calculate lease receivables/deferred inflows (lessor) or liabilities/right-to-use assets (lessee); prepare journal entries, amortization schedules, and note disclosures for Annual Comprehensive Financial Report (ACFR)/annual audit.
Assist departments and other divisions within the Finance department with ad hoc analysis reviews and financial accounting questions and reporting; provide training as needed.
Make modifications to the City’s financial reporting system, as needed, for the proper fund reporting of multi-year and special revenue projects and for classification in the ACFR and Annual Financial Information Report (AFIR).
Participate in the preparation of fiscal year-end reporting and audit processes to include the ACFR, the AFIR, and other complex financial reports to meet internal and regulatory requirements.
Assist with the preparation of independent reviews of financial records, reports, organizational, and operational studies.
Compose, compile, prepare, review and present various reports, correspondence and documents of findings and results; maintain related records and files for retention and compliance purposes.
Participate in the development and implementation of goals, objectives, policies, and priorities for the department and for the city; identify resource needs; recommend policies and procedures. Specifically, refine AR and lease administrative procedures (billing, cash application, write-offs) per best practice receivables policies.
Combine quantitative and qualitative data to administer programs.

Four years increasingly responsible experience in accounting, finance, financial administration, or a related field.
Training
Equivalent to a Bachelor’s degree from an accredited college or university with major course work in accounting, finance, or a related field.
