Project Overview Bechtel is partnering with NextDecade to support their vision to provide the world access to lower‑carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas. RGLNG is a natural gas liquefaction and export terminal situated on a 984‑acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five‑train facility will have a production capacity of 27 million tonnes per annum (MTPA).
Job Summary In this role, you will manage a team and provide field engineering leadership for work planning and packaging, material management, quantity validation, safety and quality control, technical inspection and testing knowledge, and coordination of system turnover and subcontracts. Your oversight will ensure field engineering activities operate safely, are complete, and conform to quality standards and project requirements.
Major Responsibilities
On a medium‑sized job, performs the duties of a lead engineer in either an area, coordinating and directing a variety of disciplines, or as a Deputy Project Field Engineer, coordinating all activities related to the operation of the assigned operating section.
Proactively engages with their team’s development through CPM, competency development/assessment and feedback.
Supervises a broad range of construction engineering work within a specific engineering discipline.
Coordinates with design on constructability issues.
Manages material procurement, requisition preparation, substitution, services, and equipment.
Handles quantity take‑off, control, reporting and forecasting.
Ensures zero‑accident philosophy and requirements are implemented and adhered to by craft and others in the operational area; ensures tools and equipment are in safe condition and operated safely.
Coordinates between construction and start‑up to ensure system walk‑downs are performed, interfaces with the start‑up specialist as required to support component/system turnover, and assumes responsibility for area turnover coordination as determined by the PFE.
Reviews and approves inspection test plans.
Coordinates reviews of subcontractor submittals.
Education and Experience Requirements Requires bachelor’s degree (or international equivalent) and 10–13 years of relevant experience or 14–17 years of relevant work experience.
Required Knowledge and Skills
Technical knowledge of a specialized engineering discipline, cost, scheduling and/or contracts administration relating to the construction of heavy industrial or commercial complexes.
Work experience as a construction engineer, engineer or assistant superintendent leading to an understanding of the technical knowledge described above.
Demonstrated leadership in a team‑based environment.
Knowledge and understanding of the application and requirements of the Project Environmental, Safety & Health (ES&H) Handbook and the Bechtel Core Processes as they relate to the area of responsibility.
Familiarity with Bechtel’s Business Ethics handbook and policies.
Prior experience supervising and administering subcontractors; knowledge of Bechtel’s “Zero Accidents” safety program.
Computer literacy in word processing, spreadsheet and database applications in accordance with current Bechtel Standard Application Program (BSAP) standards.
Knowledge of subcontract use; knowledge of the contractor/subcontractor responsibilities contained in subcontract documents.
Additional Information Must be willing to work a flexible schedule as required, which may include night shift or split shift. Work requires the physical ability to conduct field inspections—including extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard‑issued Personal Protection Equipment (PPE) required for each assigned task (i.e., harness, life vest, lift buckets, etc.).
