Gaston Social Services: Protecting, caring for, and empowering children and adults who are temporarily or permanently unable to care for themselves through the administration of federal, state, and county programs focused on improving the well-being of our citizens.

Hourly salary range: $47.01 to $54.66.

Examples Of Duties

Prepares and administers Social Services Div. budget. Monitors and approves budget expenditures to ensure consistency with department goals. Manages contracts, federal and state grants, and the request for proposal process. Oversees all fiscal matters, budget preparation, and the management of fiscal resources. Interprets policies and establishes procedures.

Provides direct supervision of business services, budget analyst, accounting, and quality assurance staff. Advises and assists the Division Director in the development and presentation of funding proposals, budget analyses, and statistical reports. Represents the Director as needed.

This position is responsible for managing Quality Assurance for the timely recognition of service delivery/compliance issues in all programs, monitoring the Agency's budget for audit compliance and staff during the development of a corrective action plan, and monitoring the implementation of the plan.

Provides Quality Assurance through data collection and analysis techniques, follows applicable certification requirements, eligibility standards, operational policies, service provision to clients, internal monitoring of eligible program case files, worker day sheet entries, DSS 1571 reporting, and other DSS program compliance standards.

Coordinates, audits, and controls manpower and financial resources, and the utilization of materials and equipment efficiently and effectively. Demonstrates and utilizes a clear and comprehensive understanding of county standards, methods, and procedures.

Prepares, receives, and reviews statistical and programmatic reports and interprets findings. Evaluates the effectiveness of programs and operations and develops new and modified initiatives to improve and manage work processes.Reviews and analyzes program goals and objectives, community needs, service demands, and project trends. Directs and ensures conformity with State, Federal, and County laws, policies, and procedures.

Must be available to work mandatory emergency shelters and other duties as assigned.

Minimum Qualifications

Bachelor's degree preferably in business or accounting, or 2 2-year accounting degrees, or an equivalent combination of education and experience.

Three years of experience in a government financial setting.

Additional Information The candidate selected must undergo and pass a drug screening test prior to employment.
