Federal Proposal Pricing Analyst

Role And Responsibilities
Prepare detailed cost/price models for competitive bids, sole source proposals, and contract modifications, ensuring accuracy and compliance with solicitation requirements.
Lead and participate in pricing strategy meetings, color team reviews, and/or price-relevant internal/external discussions during pre- and post-proposal solicitation phases and other requests for pricing.
Develop, review, and substantiate cost estimates for labor, materials, travel, and other direct costs (ODCs) using historical data, vendor quotes, and market research.
Conduct price-to-win analyses and make pricing recommendations aligned with corporate financial objectives and win strategies in collaboration with opportunity owners.
Create and document basis of estimates (BOEs) to substantiate cost elements, labor category determinations, pricing assumptions, and escalation rates for proposals.
Develop strategic pricing frameworks to analyze competitive market data and inform business development and executive leadership on optimal pricing approaches.
Ensure pricing compliance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Cost Accounting Standards (CAS), company policies, and federal cost principles.
Coordinate with contracts, finance and accounting, human resources, capture/proposal teams, technical leads, and teaming partners to ensure proposal pricing and pricing request inputs are complete and accurate.
Improve company-level pricing processes, tools, templates, and data analytics to enable robust pricing decisions and enhance future competitiveness.
Monitor and report on pricing performance, proactively identifying opportunities for improvement and supporting training/mentoring on pricing methodologies.
Support fact-finding, cost audits (DCAA/DCMA) and negotiations with contracting officers.
Required Skills
Bachelor's degree in Finance, Accounting, Business, Economics, Engineering, Mathematics, or related discipline.
Minimum 7 years of pricing, financial analysis, or cost estimating experience in government contracting.
Strong knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Cost Accounting Standards (CAS), proposal compliance standards, and federal cost principles.
Familiarity with General Services Administration (GSA) schedules, Indefinite Delivery Indefinite Quantity (IDIQ) and Broad Purchase Agreement (BPA) contracts, task/call order pricing, and pricing for technology solutions.
Experience in supporting multiple proposals and pricing requests concurrently in a fast‑paced environment.
Experience in leading pricing strategy discussions, developing strategic pricing models, presenting recommendations to senior management, and preparing cost/business volumes.
Advanced proficiency in Microsoft Excel (pivot tables, formulas, modeling) and cost proposal tools (e.g., ProPricer, Deltek Costpoint, Unanet).
Excellent analytical, problem‑solving, written, and verbal communication skills.
Ability to work effectively under tight deadlines, prioritize tasks, and collaborate cross‑functionally.
Preferred Skills
10+ years of pricing, financial analysis, or cost estimating experience in government contracting.
Experience with DCAA/DCMA audits and price negotiations.
Active or recently active security clearance.
