Job Summary
ATA Services is currently hiring an experienced Budget Analyst to work on a 4‑month temporary position with Bernalillo County.
Pay Rate: $26.03 per hour with weekly pay.
Start Date: ASAP.
Schedule: Monday – Friday; 8am – 5pm.
Location: Downtown Albuquerque.
Responsibilities
Audit, monitor, and prepare reports for capital and operating budgets for assigned departments.
Examine budget proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives.
Formulate and provide recommendations to management regarding funding solutions, process improvements, and reporting.
Coordinate the annual budget process with assigned departments, including in‑depth reviews of budget requests and recommendations for funding adjustments to meet balanced budget requirements.
Prepare diverse reports detailing payroll, operating, and capital totals with breakdowns of recurring and non‑recurring funding types.
Provide technical assistance to departments on budget reviews, analyze quarterly financial information, identify trends, and recommend corrective actions.
Resolve budget‑related inquiries from departments, advise on implementations of proposed adjustments, and support re‑classifications where necessary.
Review administrative resolutions and ordinances for accuracy and recommend changes prior to submission to the Board of County Commissioners.
Provide accurate expenditure and revenue information to supervisors, directors, and deputy county managers using financial management systems, databases, and spreadsheets.
Collaborate with budget staff to create the Biennial Budget Book, Budget in Brief, and external Budget Quarterly reports, preparing narrative and financial sections.
Review contracts and grant agreements to ensure funding, including grant matching funds, is available before execution.
Assist with salary and benefit cost budgeting, revenue forecasting (taxes, permits, investment income, service charges), and impact analysis from legislation.
Conduct training sessions for county staff on budget procedures and operating systems.
Analyze past budgets and research economic developments that affect the county’s revenue and expenditures.
Prepare and submit mandated reports and documents to required agencies.
Qualifications
Bachelor’s degree in accounting, finance, economics, business administration, or a related field.
At least 2 years of progressively responsible professional budget program experience (alternative education or experience may be considered).
Successful completion of a post‑offer background investigation and drug screening.
Compliance with county safety guidelines and required FEMA training.
