National Specialist: Financial Management Specialist
Background Winrock International is recruiting National Specialist: Financial Management Specialist for an Asian Development Bank (ADB) opportunity in Laos focused on Sustainable Agrifood systems. The project will contribute to food security and nutrition improved, and agricultural value addition increased in a climate resilient and gender‑responsive manner in Lao PDR. The project will work in the target value chains of bamboo, cassava, coffee, durian, and tea. This position will be a part‑time consultancy that will require a commitment of 45 person months over a 5‑year period.

Major Responsibilities
Support the International Specialist on Finance and Accounting
Keep updated with the project documents, ADB’s financial policies, the government’s financial rules and regulations
Setup project financial management systems including the preparation of a financial management manual and procurement of the financial management software
Ensure that the project financial management system is in compliance with ADB’s and government requirements
Assist the Project Management Unit (PMU) and Project Implementation Units (PIUs) in managing advance and sub‑accounts for smooth implementation of the project
Assist the PMU and PIUs in preparing WAs including submission to MOF and ADB
Assist the PMU and PIUs to prepare an annual disbursement plan
Assist the PMU and PIUs to prepare project financial statements as per ADB’s requirement
Facilitate internal and external auditors to conduct project audits
Provide necessary documents and support the audits
Advice findings of internal and external audit to EAs and IAs
Provide capacity building support and training to project financial management staff
Support PMU and PIUs to conduct financial management related training to project financial management staff
Qualifications Education: Bachelor’s degree in accounting or finance and professional accounting or finance certification such as CA, CPA, or ACCA
Experience:
At least 20 years’ experience in accounting and auditing
Familiar with the requirements of the international development agencies’ requirements in financial intermediary designed projects
A strong understanding of the Government of Lao PDR’s financial management regulations (required)
Experience working in Lao PDR preferred
Experience working with ADB preferred
Experience working in ASEAN countries—particularly in Lao PDR, Vietnam, and Cambodia—considered an advantage
Computer Skills: Proficiency in using Microsoft Office software, including Word, Outlook, and PowerPoint. Advanced proficiency in Excel is preferred.
Communication Skills: Strong written and verbal communication skills required, including effective public speaking and the ability to communicate complex issues both verbally and in written form.
Language: Fluent in English (written and spoken), Thai or Lao language skills (preferred)
Physical Demands: This position may require regional travel
This position is based on ongoing donor funding.
