EMPLOYEE RELATIONS SPECIALIST

(DES) is looking for a committed and highly-motivated individual to join our Division of Child Support Services (DCSS) as an Employee Relations Specialist. This role focuses on researching and evaluating complex and sensitive employee relations issues, conducting full‑cycle recruitment, and handling personnel actions.

Job Duties
Conduct investigations and inquiries.
Coordinate, develop, and present training programs to employees and management.
Research, analyze, and present data related to the area of assignment.
Investigate and respond to complaints issued by the Director’s office and/or EEOC/OEO.
Develop and facilitate presentations on employee relations matters.
Track and record all investigations through logs, systems, and agendas.
Assist in full‑cycle recruitment, personnel actions, onboarding, and offboarding.
Knowledge, Skills & Abilities (KSAs)
Federal and State laws, rules, regulations, policies, and procedures related to work assignment.
Current principles, practices, and methods used in HR administration, including Employee Relations, Operations, Staffing & Recruitment, and Classification & Compensation.
Proficiency with Google, HRIS, Applicant Tracking Systems, Performance Management software, and HR monitoring tools.
Abilities
Analyze specific problem situations and determine acceptable solutions within legal frameworks.
Demonstrate continuous improvement efforts to reduce turnaround times and streamline processes.
Plan and make independent decisions.
Review issues and provide well‑reasoned recommendations.
Remain unbiased, objective, and thorough when handling employee relations investigations.
Perform multi‑task assignments, adapt to change, establish priorities, and set own work agenda.
Selective Preference(s)
Bachelor’s Degree in Human Resources or a closely related field and two (2) years’ experience as a Human Resources Analyst or equivalent.
Relevant HR certification.
Pre‑Employment Requirements
Successfully pass background and reference checks; employment is contingent upon completion of this process and the agency’s ability to reasonably accommodate any restrictions.
Arizona Level One Fingerprint Clearance Card.
If the position requires driving or vehicle use as an essential function, a valid driver’s license is required.
All newly hired State employees must complete the Electronic Employment Eligibility Verification Program (E‑Verify).
