Job Description
The SCRUM Master improves the team & customer experience by leveraging Agile delivery techniques. This position is responsible for the continuation of Agile Scrum growth throughout the organization, utilizing the processes and tools that have been established during the Agile transformation to date. This position ensures existing and new Agile Scrum processes and workflows maintain a high level of performance while continuously reviewing and refining those processes. This role supports and grows an Agile culture throughout the Enterprise.
We are committed to promoting and maintaining existing Agile standards, creating and evolving the Enterprise Agile Software Development Lifecycle (eSDLC), facilitating the removal of organizational impediments, creating proactive transformation initiatives, assisting new start‑up teams with training and coaching, executing Enterprise Agile and documenting best practices and improvements.
Essential Responsibilities/Accountabilities (Level I)
Acts as a Scrum Master for one or more delivery teams facilitating all the SCRUM ceremonies including Sprint Planning, Daily Standup, Sprint Demonstration and Sprint Retrospective.
Partners and leads their team(s) by influence.
Provides mentorship to guide teams in the Agile Scrum methodology, providing team members with feedback and means of improvement, catalyzing organizational growth and answering questions.
Trains new team members and TPOs on the current Enterprise Software Development Lifecycle.
Works with the TPO and team to construct the product and sprint backlog.
Facilitates the closure of gaps between sprint plan commitments and actual completed work.
Teaches new team members how to read and consume Test Specifications and Requirements written in Gherkin format.
Ensures all decisions are promptly made during the sprint.
Must be assertive about adherence to the eSDLC process, Agile Scrum practice and enthusiastic about Agile methodologies and their benefits.
Provides guidance and ensures adherence to standard Agile Scrum processes for data collection, documentation, and reporting.

Maximize Quality
Contains bugs within the team’s iteration and drives leakage to as close to 0% as possible.
Maximize Delivery
Drives team’s actuals to within 10% of estimates through proper inspection and adaption techniques.
Drives team’s percent increase in velocity year-over-year by a minimum of 5% per year through proper inspection and adaption techniques.
Ensures the team creates the necessary essential templates for each feature, including low‑level designs, 100% of the time in adherence to the eSDLC.
Enhanced Predictability
Drives the team’s percent of sprint plan commitments over the course of a release to 100% through proper inspection and adaptation techniques.
Control Risk
Drives the number of open issues (impediments) that could delay one or more teams to as close to 0 as possible.
Ensure Transparency
Ensures key inputs (Definition of Ready) are filled in and key outputs (Definition of Done) are communicated effectively at appropriate levels (team, management, business partners, etc.) within the commensurate timeframes.
Level II (in Addition To Level I Essential Responsibilities)
Provides education for employees at all levels, including senior management, on Agile principles, best practices and the eSDLC.
Provides training sessions as necessary utilizing sanctioned training materials to support the organization‑wide adoption of Agile Scrum methodologies and the eSDLC.
Works with their peers to facilitate a full release plan for each milestone.
Maintains the Agile documentation to include up to date information, best practices and continuous improvement initiatives.
Leads multiple cross‑functional Agile Scrum teams on projects utilizing a Scrum of Scrums approach in adherence to the eSDLC.
Facilitates the removal of barriers and impediments that the teams raise as quickly as possible.
Facilitates communication between teams and leadership.
Ensures retrospectives notes across teams are compiled and utilized within the scrum master community with common themes abstracted, affinitized and placed on the agile transformation backlog each iteration.
Works with all TPOs across the Product to ensure requirements are produced in Gherkin and other formats in accordance to established standards.

Maximize Quality
Monitors the number of uncontained bugs across teams within a milestone and facilitate those to be under the Cap.
Drives the number of bugs found through regression to as close to 0 as possible.
Maximize Delivery
Ensures the Product Owners, Scrum Masters and teams across a milestone create the necessary integrated milestone‑level artifacts 100% of the time in adherence to the eSDLC.
Enhanced Predictability
Works with Scrum Masters across teams within a milestone to ensure the progress across all internal teams and external dependencies are on track for the final deliverable date.
Control Risk
Drives the number of open issues across the internal teams and external dependencies that could delay the milestone commitment to as close to 0 as possible.
Ensure Transparency
Ensure key inputs are filled in and key outputs are communicated effectively at appropriate levels (team, management, business partners, etc.) on the commensurate timeframes for the milestone.
Level III (in Addition To Level II Essential Responsibilities)
Teaches and mentors Agile Scrum across the Enterprise using Excellus' eSDLC.
Works with other Level II or III scrum masters in conjunction with the Strategic Portfolio Governance team to evolve the eSDLC as needed.
Trains, mentor and coaches Domain Product Owners, TPOs and other Scrum Masters.
Maintains and supports a Scrum Master Community of Practice.
Acts in a change‑agent capacity by engaging leadership of all levels to facilitate the removal of impediments and implementation of proactive enhancements within the organization.
Assists in the design and implementation of necessary organizational change to support Agile delivery through the eSDLC.
Participates in the organization change necessary to align contributors and teams to the eSDLC to maximize delivery, quality and customer/business partner satisfaction.
Carries out requirements and eSDLC training compatible with multiple audiences (i.e., business partners, management, product contributors) in accordance with corporate standards.

Maximize Quality
Creates and drives quality metrics and targets.
Upholds the organizational Issue Cap in all products.
Drives the time taken for regression/hardening release‑over‑release toward 0.
Maximize Delivery
Drives combined percentage of work time spent on uncontained (leaked) defects each sprint to less than 10%.
Drives combined percentage Sprint commitments being met to greater than 90%.
Drives combined percent increase in velocity year‑over‑year by 5% per year.
Enhanced Predictability
Drives teams’ actuals to within 10% of estimates.
Control Risk
Drives the number of cross‑organizational open issues (impediments) that could delay one or more teams to 0.

Minimum Qualifications – All Levels
Bachelor’s degree in Business, Information Technology, Computer Science or related field, with three (3) years of experience leading & implementing Agile Scrum. In lieu of degree nine (9) cumulative years of experience required.
Working toward Scrum Master certification or the ability to become certified within the next 12 months required.
Demonstrated experience facilitating a Delivery Team and all the Scrum ceremonies including Sprint Planning, Daily Standup, Sprint Demonstration and Sprint Retrospective.
Strong understanding of IT System, Data & Automation Capabilities.
Proven leadership skills to coach and lead teams to fully deliver chartered objectives and projects.
Project management experience preferred.
Proficient with Microsoft Office Applications: Word, Excel, PowerPoint & Visio.
Self‑starter with excellent organizational skills in planning and organizing to handle multiple tasks concurrently.
Advanced problem‑solving capabilities and strong attention to detail.

Bachelor’s degree in Business, Information Technology, Computer Science or related field with five (5) years of experience leading & implementing Agile Scrum. In lieu of degree eleven (11) cumulative years of experience required.
Scrum Master Certification required.
Demonstrated experience with training and coaching others on Agile Scrum methods.
Demonstrated experience with applying Agile Scrum to projects with multiple Scrum teams utilizing a Scrum of Scrums approach.
Minimum Qualifications – Level III (in Addition To Level II)
Bachelor’s degree in Business, Information Technology, Computer Science or related field with seven (7) years of experience leading & implementing Agile Scrum. In lieu of degree thirteen (13) cumulative years of experience required.
Demonstrated experience applying project planning activities across multiple teams as necessary to create agile‑based project plans in support of large projects.
Demonstrated experience with implementing Agile organizational change.
Physical Requirements
Ability to complete work in a traditional office environment under fluorescent lighting.
Ability to orally communicate.
Must be able to function while sitting at a desk viewing a computer and using a keyboard and mouse for 3 or more hours at a time.
Must be able to travel across the enterprise.
Ability to work in a home office for continuous periods of time for business continuity.
