Data Engineering Technical Lead Texas Health and Human Services Commission (HHSC) invites applicants for the role of Data Engineering Technical Lead (Systems Analyst VII) to join our Data Analytics Support team in Austin, TX. Position Summary The Data Engineering Technical Lead will support the development and delivery of data pipelines for a complex analytics platform, provide production support, and lead design and implementation of data acquisition and integration solutions in an agile environment. Responsibilities include project management, stakeholder engagement, quality assurance, and ensuring compliance with data security and governance standards.

Essential Job Functions (EJFs)

(40%) Serves as technical lead focused on acquiring, transforming, and delivering data to users of the analytics platform. Plans, assigns, and tracks development work, ensuring designs comply with data security requirements.

(15%) Serves as point of contact for business users, communicates project status, answers questions, and coordinates scheduling with customer representatives.

(15%) Analyzes systems and procedures, documents requirements, and identifies gaps between current and desired data acquisition/transformation solutions.

(10%) Develops or revises existing code, schedules testing, installation, and implementation of systems, and writes or revises standards and procedures.

(10%) Leads and coordinates production support efforts to investigate and resolve incidents promptly while keeping stakeholders informed.

(5%) Consults as subject matter expert during project development and planning phases of cross‑functional data initiatives.

(5%) Performs other duties as assigned.

Knowledge, Skills, and Abilities (KSAs)

Knowledge of computer systems, IT equipment, and applicable programming languages.

Knowledge of Data Governance tools such as Informatica Enterprise Data Catalog or similar.

Knowledge of new cloud technologies and major cloud services (AWS, Azure, GCP).

Knowledge of cloud delivery models: PaaS, SaaS, IaaS.

Knowledge of agile (Scrum/Kanban) methodology and ceremonies.

Knowledge of AI technologies and experience implementing AI features.

Skills with data engineering tools: Informatica PowerCenter, IDQ, Open Flow, DBT, Informatica IICS, etc.

Skills acquiring data from multiple sources for use by visualization tools (Tableau, Power BI, Snowflake, Oracle, SQL Server, Postgres, MongoDB, Salesforce, etc.).

Strong analytical and problem‑solving skills as a technical lead for data analytics or data warehousing projects.

Strong technical writing and diagramming skills (Visio, Erwin, MS Office Suite).

Ability to analyze technology systems and devise innovative solutions.

Skills with JIRA software.

Ability to work under pressure and manage multiple overlapping deadlines.

Ability to produce reliable, accurate, high‑quality results.

Ability to adapt, learn quickly, coordinate multiple assignments, and communicate effectively.

Ability to lead the creation of best practices and procedures.

Initial Screening Criteria

Bachelor’s or master’s degree in computer science, mathematics, or related field (or equivalent experience).

At least 3 years experience leading a data engineering team on enterprise analytics projects.

At least 5 years experience handling enterprise‑level data sets using Snowflake, Oracle, SQL Server, or an equivalent database system.

Proficient in Python scripting (preferred).

Experience implementing data pipelines using Informatica PowerCenter/IICS/IDQ (preferred).

Experience building data pipelines in major public clouds (preferred).

AWS and cloud certifications (preferred).

AI knowledge (preferred).

Additional Information

Selected candidates must be legally authorized to work in the U.S. without sponsorship.

Selected candidate must work from an HHSC office in Austin, as designated by the hiring manager.

Any employment offer is contingent upon available budgeted funds. Salary will be determined in accordance with HHSC budgetary limits.
