The Nurse IV- Nursing Quality Administrator works under minimal supervision reporting directly to the Chief Nurse Executive (CNE). The Nursing Quality Administrator is responsible for promoting and maintaining quality individual care ... other duties as assigned.
Essential Job Functions
Attends work on a regular basis and may be asked to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.
Regularly makes rounds to individual program areas performing inspections with a focus on performance improvement initiatives and compliance with state and federal laws, rules and regulations.
Evaluates the provision of individual care by review and audits of medical records and person-centered recovery plans to determine accuracy and compliance with laws, rules and regulations as they relate to delivery of nursing standards of care.
Develops and promotes an environment that reduces risk to individuals and staff through support of the hospital’s safety and risk management plans, infection control programs, and restraint and seclusion reduction strategies.
Coordinates nursing medication management processes by ensuring compliance with standards related to storage, administration, medication waste, and investigation of unusual individual symptoms and reactions.
Contributes to the culture of Nursing Services and development of nursing personnel, colleagues and others by sharing current knowledge, clinical information, nursing research through formal and informal methods in order to improve Nursing Services across all shifts.
At the designation of the Chief Nurse Executive, oversees the Nursing Peer Review Process and ensures the review process is one of fact-finding, analysis, and study of events by nurses in a climate of collegial problem solving focused on obtaining all relevant information about an event.
Develops educational activities to improve clinical knowledge, enhance role performance and increase knowledge of professional issues.
Develops and implements nursing quality assurance programs and evaluates the Nursing Services operations through the analysis of statistical studies and performance evaluation reports.
Supervision and management of assigned staff including, but not limited to, reviewing applications, interviewing candidates, selecting, and hiring potential employees, assigning workload, establishing performance measures, evaluating work performance.
Participates in local and statewide workgroups as assigned serving as a resource by providing feedback and assistance in the development performance improvement initiatives, policy, and procedure development at a local and state level.
Other duties as assigned include actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.
Knowledge, Skills and Abilities (KSAs)
Knowledge of state and federal laws for individuals with Psychiatric Disorders and/or intellectual disabilities (ICF-IID) and the rules, regulations, policy and procedures related to State Hospitals.
Knowledge of Texas Nurse Practice Act, including the Texas Board of Nursing Rules and Regulations.
Knowledge of emergency procedures and emergency equipment (e.g., CPR).
Knowledge of nursing care standards and Healthcare Guidelines.
Skill in the care and treatment of individuals and in the use of nursing treatment tools and equipment.
Skill in analyzing problems, formulating, and implementing plans of corrections.
Skills in the use of computer/software and an electronic health record system.
Skill in time management and prioritization.
Excellent verbal and written communication skills and ability to present ideas clearly and concisely.
Ability to appropriately interact with individuals with psychiatric, intellectual/developmental disabilities, their families and staff.
Ability to work independently and productively with all levels of staff.
Must maintain current CPR certification.
Ability to interpret regulations and communicate them effectively both orally and in writing.
Ability to analyze, assimilate, and integrate information to make nursing judgments about conditions and acuity of conditions.
Ability to organize, coordinate, and evaluate nursing activities.
Ability to instruct, train, oversee and provide guidance.
Registrations, Licensure Requirements or Certifications
Licensed as a Registered Nurse in the state of Texas or in a party state that recognizes reciprocity through the Nurse Licensure Compact.
Texas Driver’s License in good standing within parameters of HHS Fleet Policies to drive state vehicles if necessary.
Initial Screening Criteria
Graduation from an accredited nursing program or from an accredited four-year college or university with major coursework in nursing.
Master’s degree preferred.
Four (4) years’ experience working in a setting with other professional disciplines and experience with computers and/or an electronic medical record.
Four (4) years’ experience with a psychiatric population and/or with severe and persistent mental illness.
Five (5) years of experience in direct nursing practice as a practicing registered nurse in a recognized health agency, hospital, health‑care facility, and/or clinic setting preferred.
Three (3) years’ experience as an administrative nurse with supervisory authority over other nurses preferred.
Three (3) years’ experience working as a team lead or nursing manager preferred.

Applicants must pass a fingerprint criminal background check, pre‑employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aid, Medication Aide and Employee Misconduct, List of Excluded Individuals/Entities (LEIE).
