Performs moderately complex (journey-level) investigative work and administrative tasks at the SSLC. Conducts field investigations of Abuse, Neglect, and Exploitation (ANE) and injuries involving residents. Performs comprehensive preliminary investigations to identify protection from harm and ensure reporting guidelines are followed. Follows up on external cases to ensure documentation guideline dates are adhered to. Works with Campus Administrators to ensure incidents outside business hours move through the investigative process to remain in compliance with ICF and Settlement Agreement requirements. Verifies information, collects and maintains evidence, data and documents for investigations. Evaluates and summarizes findings and writes reports. Prepares cases for presentation and testifies at administrative hearings or court proceedings as required. Serves as a member of the Incident Management Team and conducts Root Cause Analysis meetings. Completes data entry for unusual incidents and follows up with recommendations; assists with tracking injury reports. Consults with State Office Incident Management and provides technical assistance to accomplish the agency mission, including after hours as part of the critical incident team. Performs other related duties as assigned and works under general supervision with moderate latitude for initiative and judgment. Flexibility in work schedule and on-call requirements for emergency investigations. Knowledge, Skills and Abilities (KSAs): Knowledge of state and federal laws and ICF-IID rules, regulations, and procedures related to State Supported Living Center. Knowledge of laws and actions related to protection from harm and residential rights. Knowledge of investigative principles, techniques, and procedures. Skill in computer use (Word, Excel, Outlook) and interviewing/negotiation techniques. Skill in searching records and formulating comprehensive investigative reports. Ability to conduct investigations, interpret laws, and collaborate with investigators or entities such as HHSC state office, law enforcement, and HHSC-PI. Ability to interview witnesses with diverse backgrounds and to present findings clearly in reports and in hearings. Ability to testify in hearings and court proceedings. Registrations, Licensure Requirements or Certifications:
None Initial Screening Criteria: Graduation from an accredited four-year college or university with major coursework in criminal justice or related field is preferred but not required. Graduation from an accredited high school or GED. Experience in investigative or incident management work. Additional Information: Applicants must pass fingerprint background check, pre-employment drug screen, and registry checks (CANRS, Nurse Aide, Medication Aide, and LEIE). Male applicants 18–25 must be registered with Selective Service. All State Supported Living Center Employees are subject to Random Drug Testing. Flexibility in work hours may be required. Overtime, weekends, and holidays may be required. All applicants must be at least 18 years old to be considered for employment at a state-operated facility.
