Role: Document Control Specialist (Oil and Gas)

Job Summary We are seeking a highly skilled individual to serve as a Surface Land Representative. In this role, you will liaise with surface owners to facilitate access and placement for drilling activities, negotiate surface and subsurface agreements, coordinate construction logistics, manage environmental compliance, and oversee progress updates. The ideal candidate will have extensive experience with oil and gas development, landowner relations, and familiarity with related rural industries.
Roles And Responsibilities
Identify and consult with surface owners regarding drill site locations, roadways, rights-of-way (ROWs), water purchase agreements, damage settlements, and other activities
Research, develop, negotiate, and execute new commercial agreements including leases, ROWs, surface and subsurface use agreements, water agreements, and letters of agreement
Provide consistent project status reports, including negotiation progress and agreement execution, to the Landman
Contact and establish rapport with surface owners prior to any company activity, arranging for access and use as needed
Coordinate survey schedules and accompany survey and construction teams on-site to ensure accurate staking of multi-well pads
Maintain ongoing communication with New Mexico landowners, demonstrating knowledge of agricultural, ranching, and rural industries
Respond to and supervise cleanup of oil and saltwater spills in coordination with Landowners and the Landman; document incidents and remediation efforts
Collaborate daily with the Environmental team to ensure compliance with landowner requirements and remediation progress
Ensure adherence to all company safety guidelines for self, vendors, and contractors
Attend required company safety training>
Review, submit, and finalize permits and documentation (e.g., BLM ROWs, SF-299 submissions, Surface Disturbance requirements, Eddy and Lea County road crossing permits, NMDOT pipeline/road/electrical crossings)
Skills And Qualifications
Proven experience in landowner relations, surface use negotiation, and commercial agreement development
Strong understanding of oil and gas development processes
Familiarity with rural industries including farming, ranching, and agriculture
Working knowledge of BLM and NMSLO permitting requirements
Experience with environmental incident response and remediation coordination
Excellent negotiation, communication, and stakeholder management skills
Ability to interpret legal agreements and regulatory requirements
Highly organized with attention to detail and the ability to multi-task effectively
Proficiency in documentation and reporting
Job Details Location:
New Mexico (field-based, with potential travel within Eddy and Lea Counties)
Pay:
$58/hr (W2)
Per Diem Rate:
Per Diem – $15/day for days in the field only
Reimbursements:
Mileage – 0.70/per mile, $25/day truck allowance
