TriRiver Water is the name and brand by which the City of Sanford will provide water and sewer utility services on a regional basis. The WROM will work with City of Sanford and Bynum facilities to perform the following duties:

Plans, schedules, supervises and participates in the work of plant operators; ensures all shifts are manned in compliance with regulations; provides back‑up and relief for shift; ensures plant is operating in compliance with State and Federal rules and regulations; assists with the development and administration of the division operating and capital improvement budgets; monitors expenditures; serves as the Operator in Responsible Charge (ORC) in the absence of the Administrator.

Identifies repair projects that exceed division capabilities; prepares and awards bids in accordance with established policies and procedures; conducts job site inspections to ensure conformity with contracts.

Assists with the recruitment and selection of division personnel; assigns, directs and inspects the work of plant operators; coaches and counsels personnel; recommends disciplinary action; trains operators in use of all plant equipment and different treatment processes; performs related tasks as required.

Supervises the regulation and adjustment of motors, pumps, blowers, valves and other apparatus; informs shift operator what adjustments need to be made to which piece of equipment.

Conducts regular inspections of plant and equipment to ensure that it is operating properly at all times; takes appropriate corrective action when required; monitors water reclamation plant operations.

Monitors and oversees the collection of water samples; performs standard chemical and biological tests relating to plant operations; completes lab analysis of treated and untreated water to ensure quality.

Reviews lab and plant operation reports prepared by operators; identifies necessary changes in chemical, biological, or mechanical plant processes and functions.

Calculates plant loadings and proficiencies from data that is provided by onsite laboratory and from shift operator.

Prepares, submits and maintains a variety of reports and records on all phases of collection and treatment in accordance with State and Federal rules and regulations; ensures that safety policies and procedures are adhered to; conducts safety inspections, safety meetings and training; performs shift operation duties as required.

Communicates with Administrator and other operators regarding plant operations and issues to be addressed; recommends changes in plant process as necessary to improve plant efficiency; oversees general building and grounds maintenance duties.

Performs minor maintenance and repairs to equipment and machinery necessary for plant operations as required.

Qualifications We are looking for a detailed individual with comprehensive knowledge of the principles, practices and equipment of water reclamation plant operations, operating characteristics and maintenance requirements of a water reclamation plant; general knowledge of hydraulic, chemical and mechanical principles pertinent to water reclamation plant operations, reading and interpreting blueprints, diagrams and various manuals; thorough knowledge of applicable federal, state, and local laws, ordinances, and permitting requirements, preparing detailed reports and related documents and in maintaining records; general knowledge in the use of standard office equipment and related software; thorough knowledge in the use of equipment associated with the position, routine laboratory procedures; general knowledge of occupational hazards of the work and of necessary safety precautions; ability to detect flaws in the operation of mechanical equipment and to determine proper remedial measures; ability to understand and follow moderately complex oral and written instructions, read meters and charts accurately, make arithmetic computations, compute rates, ratios and percentages, establish and maintain effective working relationships with elected officials, consultants, inspectors, engineers, associates and the general public. Any combination of education and experience equivalent to graduation from an accredited college or university with major coursework in biology, chemistry, environmental sciences, or related field and considerable experience in water reclamation plant operations.

Special Requirements Possession of a valid NC driver’s license and NC Grade III Wastewater Treatment Operator certification upon hire; prefer Grade IV Wastewater Treatment Operator certification. Must meet and maintain all certification, license and training requirements for position.
