1. JOB PURPOSE Lead and manage the General Maintenance Services Contract at the Clients Petrochemical & Refinery complex.
Responsible for overall planning, execution, performance, compliance, manpower readiness, stakeholder coordination and commercial delivery of the maintenance contract to meet Client expectations, HSE standards, and long-term reliability goals.
2. KEY ACCOUNTABILITIES A. Maintenance & Operational Management
Manage daily maintenance operations across refinery & petrochemical units.
Ensure productive, cost-effective, and efficient execution of the maintenance scope.
Lead readiness for Client commissioning, start-up support & integration into refinery assets.
Establish & monitor KPIs with Client – availability, productivity, schedule compliance & cost control.
Ensure alignment to Client maintenance strategy, procedures & best practices.
Enforce Client safety & fire rules and ensure full compliance on site.
Lead behavioural change, incident prevention and safety culture improvement.
Implement training, toolbox talks, permit-to-work systems & Life-Saving Rules.
C. Commercial & Contract Management
Review & approve monthly invoices based on actual work completed.
Manage claims, variations, contractual disputes, and change orders.
Support procurement & subcontractor management.
Ensure full compliance with contractual deliverables & performance obligations.
D. Manpower, Training & Competency Framework
Lead manpower mobilization strategy for 2026 contract start-up (FTE & rental workforce).
Monitor utilisation, productivity & organisational efficiency.
Implement Competency SOP & trade-specific training matrix (mechanical, electrical, instrumentation).
Coordinate site familiarisation training on Client Units for all personnel.
E. Stakeholder & Client Interface
Act as primary focal point with Client Operations & Maintenance Teams.
Lead relationship management with Operations, Planning, TAR, Procurement & HSE departments.
Provide leadership in client collaboration, feedback management & performance reviews.
Participate in Client coordination meetings, audits & strategic planning sessions.
Lead annual & long-term maintenance planning for Clients Plant units.
Ensure full readiness for Turnarounds (T&I), shutdowns & critical inspections.
Coordinate spare parts planning, resource allocation & scheduling with Client teams.
3. QUALIFICATIONS & EXPERIENCE Requirement Details Education Bachelor’s Degree in Mechanical / Electrical / Instrumentation Engineering
Site Manager Experience
Minimum 15 years Oil & Gas / Petrochemical maintenance experience
Petrochemical Exposure Experience in mixed-feed cracker / polyethylene / aromatics units preferred
Leadership Proven ability to lead large multi-cultural teams within refinery environments
Certifications Preferred: PMP, IOSH/NEBOSH, API/ASME knowledge, SAP/CMMS proficiency
Location Willing to live full-time in KSA; flexibility to travel internationally
