NATURE OF WORK Under general supervision, assists the Planning Division in administering the provisions of the Community Development Code (CDC); assists the Director on special projects in such areas as planning, process improvement, data management, research, development project implementation, and environmental regulations.
DUTIES AND RESPONSIBILITIES Planning and Permitting
Answers general questions from the public regarding Town planning processes and procedures
Manage and review administrative planning applications and permits (Class 1, Class 2, others). Under supervision of senior planning staff, drafts and issues Notice of Actions (NOAs) based on administrative determinations.
As assigned by senior planning staff, may manage and review Design Review Board planning applications and permits (Class 3, Conditional Use Permits, others). Drafts staff memos assessing applications’ compliance with Community Development Code (CDC) regulations, other applicable regulations and plans. Presents findings and recommendations to the Design Review Board and Town Council. Draft and issue Notice of Actions (NOAs) based on Review Authority decisions.
Helps draft and execute various legal agreements such as development agreements, encroachment agreements and license agreements in coordination with the Town attorney
Provides technical support to senior planning staff in the management and review of other application types as needed. Administers special programs and projects as assigned.
Conducts field inspections to verify projects comply with approved plans and conditions as documented in the issued NOA.
Investigates land use code enforcement issues and works with staff, residents and members of the public to bring resolution to conflicts.
Evaluates Building Permit applications to determine compliance with approved plans and conditions as documented in the issued NOA. Evaluates building permit submittals to determine housing mitigation fees, water tap fees, and other determinations as needed.
Supports current and long-range planning through the preparation and monitoring of planning data. Produces data compilations and visualizations to support planning studies in areas such as population, transportation, housing, traffic, land use, zoning, permitting, historic preservation, proposed subdivisions and public utilities. Prepares other graphic and engagement materials as needed.
Supports engagement and communication efforts, including participation in meetings with government officials and community groups; provides information to other Town departments; coordinates with various regional government organizations community groups, State and Federal agencies; attends public meetings and presents information on regional planning and zoning issues.
Assists with Subarea Planning efforts in conjunction with other regional entities as needed.
Additional duties as assigned.
Administrative
Provides technical support to Community Development department as needed.
Assists with record retrieval for Colorado Open Records Act requests.
Prepares Design Review Board Agendas, ensures timely public notice and provides administrative support as needed for the DRB meetings.
Prepares DRB advertising and packet preparation for seat appointments and reappointments each year.
Prepares the meeting room for DRB meetings including packet preparation and distribution, electronic recording, food ordering, and room set up and clean up.
Collects and processes customer payments for planning revenues if delivered by check or cash. Balances and delivers payments received to Accounts Payable Department.
Coordinate and track Planning and Design Review in OpenGov and with staff including scheduling of appointments and inspections
Observes safe work methods and uses safety equipment; secures work sites as necessary; may attend safety committee meetings, actively participates in and may conduct safety trainings
Contributes to the efficiency and effectiveness of the department’s service to its customers by offering suggestions and directing or participating as an active member of the team.
Actively works to progress the Town’s goal of zero waste and carbon neutrality by minimizing unnecessary consumption (of energy, water, paper, plastic, ink, etc.), seeking environmentally preferred products (e.g., reusable, recycled content, non-fossil fuel), and supporting environmental initiatives through participation, promotion, and accurate storytelling.
DISTINGUISHING CHARACTERISTICS This position is the entry-level of the Planner job series. Employees work under close supervision and are responsible for assignments requiring the application of professional/technical knowledge, exercise of some independent judgment to work on planning projects within defined limits and scope. As experience is gained, there is greater independence of action within established guidelines.
MINIMUM QUALIFICATIONS High school diploma/GED with bachelor’s degree in Urban Planning, Engineering, Environmental Policy, Design, Public Administration, Natural Resources, or a related field; or an equivalent combination of education, education, and training.
Licenses/Certification(s) Possession of a valid Colorado State Driver’s License is required.
KNOWLEDGE, SKILLS & ABILITIES REQUIRED Knowledge of:
Town Comprehensive Plan and Community Development Code; municipal, county, state and Federal laws, codes and regulations pertaining to community planning and environmental regulations; Town policies and procedures; research techniques and resources for land use trends and regulations; nomenclature, symbols, and computer software used in planning, drafting, and statistical analysis as applied to land use; the ability to read plan sets and construction documents; basic principles of construction; principles of record keeping and records management; intermediate computer literacy including Adobe Creative Suite and Microsoft Office. Expertise in at least one area of the implementation of development in an alpine environment such as forestry, construction or environmental regulations is preferred. Expertise in OpenGov or similar governmental management software is preferred.
Skills in:
Researching and analyzing community planning project components; compiling statistical information, and preparing and presenting technical reports to public bodies; understanding and interpreting land use regulations, zoning enforcement; environmental planning and state and Federal laws related thereto; assessing and prioritizing multiple tasks, projects and demands; communicate effectively in verbal and written forms; establish and maintain effective working relationships with co-workers and customers.
Computer proficiency with: ArcGIS, OpenGov (or similar), Adobe Creative Suite and/or Microsoft Office.
Environmental Factors Workis performed both in the field in a variety of weather conditions and in a standard office environment; work involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues.
Physical Factors While performing the duties of this job, the employee is frequently required to sit for extended periods of time. Must possess mobility to work in a standard office setting and to use standard office equipment, including a computer and printer.
