Strategic Procurement Advisor (Associate Director) – State Government Services
Location: Anywhere in Country
The Strategic Procurement Advisor (SPA) creates and drives strategic relationships with client procurement teams, specifically the CPO, to position EY for revenue‑generating opportunities and account expansion. The SPA serves as EY’s trusted advisor to client procurement leaders, influencing negotiations, facilitating account planning, and supporting new business development.
Key Responsibilities
Collaborate with P&CE leaders, GCSPs, and account managers to prioritize accounts and opportunities where SPA services can drive revenue and profitability.
Lead efforts to develop and execute negotiation strategies that achieve revenue growth with new and existing client accounts.
Provide strategic guidance for negotiation materials such as Master Services Agreements, Rate Cards, Preferred Provider Programs, and Supplier‑Enabled Innovation.
Assess coaching needs, develop training approaches, and conduct workshops for P&CE and account team members on procurement COE topics.
Direct internal training sessions/workshops for diverse audiences within P&CE, Sector, and Service Lines on negotiation preparation, contract terms, and client discussion techniques.
Oversee and collaborate with account teams to guide EY’s response to RFPs, leveraging intelligence from client procurement channels.
Partner with account teams to sustain and expand existing procurement relationships, building onsite relationships with senior client executives.
Collaborate closely with cross‑functional teams to understand client procurement objectives and advise on translating them into strategic procurement strategies.
Serve as primary point of contact for client Procurement organizations, fostering long‑term partnerships.
Conduct market analysis to advise clients on emerging trends, risks, and opportunities.
Lead negotiations to secure favorable terms, pricing, and conditions while maintaining trust and collaboration.
Monitor and measure the success of procurement strategies, gathering client feedback to continuously improve our approach.
Stay informed about industry regulations, compliance requirements, and ethical procurement practices to ensure engagement adherence to relevant standards.
Skills and Attributes for Success
In-depth experience in procurement, strategic sourcing, supplier management, and business development.
Strong negotiation background with direct negotiation experience.
Knowledge of strategic account planning and business development principles.
Awareness of laws, regulations, and government policies impacting procurement.
Team‑building and collaboration skills to influence pricing, terms, and frameworks.
Excellent verbal and written communication skills.
Logical reasoning to evaluate alternative solutions and make sound decisions.
Judgment and decision‑making skills to select the most appropriate action.
What We Look For
Minimum 10 years of progressive experience in procurement, strategic sourcing, supplier management, and business development.
Exceptional negotiation skills and experience leading high‑stakes negotiations.
Deep knowledge of procurement best practices, market trends, and client relationship management.
Experience in the professional services or advisory sector with C‑suite level engagement.
Proficiency with procurement software/tools and Microsoft Office Suite.
Customer‑focused mindset with a commitment to exceeding client expectations.
Demonstrated commitment to ethical procurement and sustainability initiatives.
Ability to work collaboratively and build relationships internally and externally.
Bachelor’s degree in Business, Supply Chain Management, or related field; advanced degree preferred.
Experience with AI technologies and applications to enhance business processes.
Certifications
Purchasing/Procurement certification (e.g., CSCP, CPSM) is preferred.
Other Requirements
Travel may be required, including leadership meetings and training.
Work may be required outside normal business hours.
