Who You Are The

Pre-Development Program Manager

is primarily responsible for leading and managing the design, pre‑construction, and construction activities on a given project.

The Program Manager will interact daily with Facilities, Contractors, Designers, Engineers, Commissioning Agents, Vendors, and Data Center Operations staff and will possess strong written and oral communication skills.

What You Will Do

Oversee multiple construction projects across one or more campus sites, maintaining updated budgets, schedules, and status reports for each.

Develop and communicate monthly program updates suitable for executive‑level reviews, presenting information to support efficient decision‑making.

Create a master development program for sites, including a complete campus design solution and capital budget.

Manage entitlement and permitting needs for each assigned site project.

Implement and manage multi‑phased site development plans to meet time, budget, and quality standards.

Write scopes of work for design, construction, commissioning services, and participate in procurement and project cost estimates.

Evaluate and level pricing proposals for design, construction, and commissioning services.

Collaborate with strategic procurement team on equipment procurement and delivery processes.

Coordinate submittals with site stakeholders.

Monitor and report project budget/cost‑to‑date against the overall project budget.

Establish project schedules and manage teams to achieve on‑time completion.

Review change order requests from contractors and negotiate pricing.

Establish site construction security procedures in conjunction with the site security team.

Develop product deployment plans and communicate them with QTS staff.

Collaborate with Sales Engineers and Product teams to create custom deal solutions within budget for an assigned location.

Maintain relationships serving as a liaison with key QTS stakeholders.

Represent QTS interests as a leader in OAC meetings.

Build relationships that enhance QTS’s reputation as a leader in data‑center real estate.

Conduct due diligence for potential new sites on an as‑needed basis.

Enhance project management processes and protocols with the internal development team.

Perform any other duties assigned.

What You Will Need to Be Successful

Six or more years of professional experience in commercial real‑estate development, including managing Construction Management and Design‑Build project delivery methods from land acquisition through closeout.

Advanced knowledge of Microsoft Office, especially PowerPoint for executive presentations and Excel for site program and budget maintenance.

Be able to travel up to 50% of the time.

Nice To Have

MBA or Master’s in Engineering, Management, or a related field.

Experience delivering mission‑critical data‑center facilities.

Extensive experience managing MEP trades.

Knowledge, Skills and Abilities

Construction & Engineering principles – understanding of commercial construction practices and various project delivery methods.

Data Center Infrastructure – knowledge of mission‑critical facility design, including power, cooling, and network infrastructure.

Project Management Methodologies – advanced knowledge of project lifecycle, risk management, scheduling, and cost control.

Real Estate Development & Entitlement – knowledge of land development, permitting, and entitlement processes.

Procurement & Contract Management – experience writing scopes of work, evaluating bids, and negotiating contracts.

Financial Acumen – budgeting, forecasting, and evaluating financial impacts of project decisions.

Regulatory & Compliance Standards – awareness of local, state, and federal regulations affecting construction and data‑center operations.

Project Coordination & Execution – managing multiple concurrent projects while meeting budgets, schedules, and quality standards.

Communication & Presentation – strong written and verbal communication skills for executive leadership, technical teams, and external partners.

Stakeholder Engagement – collaborating with cross‑functional teams, including internal departments, contractors, and clients.

Problem‑Solving & Decision‑Making – analyzing complex challenges and implementing effective solutions.

Technical Proficiency – competence in Microsoft Office (Excel, PowerPoint, Word) for budgeting, scheduling, and reporting.

Negotiation & Conflict Resolution – reviewing change orders, negotiating pricing, and mediating conflicts.

Leadership & Team Management – leading cross‑disciplinary teams, coordinating efforts, and ensuring alignment with corporate goals.

Strategic Planning – developing and executing multi‑phased site development plans aligned with business objectives.

Adaptability & Resilience – operating effectively in a fast‑paced, evolving environment while managing shifting priorities.

Attention to Detail – ensuring accuracy in project budgets, contracts, and compliance documentation.

Time Management – prioritizing tasks to meet project deadlines and operational goals.

Customer‑Centric Thinking – understanding client requirements and collaborating on solutions that meet business and operational needs.

Travel & On‑Site Supervision – ability to travel up to 50% and oversee construction activities at various locations.
